Senior Human Relations Officer
Salary: Level 7 (650 USD per month)
Working Hours: 8am – 12pm, 2pm – 5pm Monday to Friday

Position Overview:
The Senior Human Resources Officer will oversee and co-ordinate the organization's human resources activities, including recruitment, employee relations, performance management, and compliance with employment laws. This role requires a deep understanding of HR best practices.
The role may require extended hours during peak periods or to meet project deadlines.
- Recruitment and Staffing:
- Support the Operation Manager to develop and implement recruitment strategies to attract top talent.
- Administer the end-to-end recruitment process, including job postings, candidate screening, interviewing, and onboarding.
- Collaborate with department heads to identify staffing needs and create job descriptions.
- Employee Relations:
- Foster a positive work environment and address employee concerns and grievances promptly and fairly.
- Conduct employee surveys and recommend improvements based on feedback.
- Mediate conflicts and facilitate resolution processes.
- Performance Management:
- Oversee the performance appraisal system and ensure that evaluations are conducted regularly.
- Provide guidance to managers on coaching and development plans.
- Implement training programs to help employees develop their skills and advance their careers.
- Supervise and mentor the HR Officer
- Compliance and Policy Management:
- Ensure compliance with local labor laws and regulations.
- Manage visa requirements for all Epic Arts foreign staff.
- Update and maintain the employee handbook and HR policies.
- Conduct audits and investigations related to HR issues, ensuring adherence to policies.
- Work closely with management and technical staff to ensure Epic Arts policies are accessible to all staff, especially to staff who cannot read
- Compensation and Benefits:
- Administer compensation and benefits programs, ensuring they are competitive and aligned with company goals.
- Conduct salary reviews and provide recommendations for adjustments.
- Oversee and make recommendations about employee benefits.
- Ensure Epic Arts Memorandums of Understanding (MOU) with Cambodian government ministries are up to date. Coordinate the process of applications and renewals of MOUs
- HR Data and Analytics:
- Maintain accurate and up-to-date employee records.
- Analyze HR metrics and provide reports to senior management.
- Use data to identify trends and make informed recommendations about HR strategies.
- Leadership and Development:
- Support the HR team by providing guidance and mentorship.
- Conduct formal and informal policies training for epic arts staff and keep a record of training courses attended.
- Lead HR projects and initiatives to improve organizational effectiveness.
- Collaborate with senior management on strategic planning and organizational development.
- Qualifications:
- Education:
- Bachelor's degree in Human Resources Management, Business Administration, or related field.
- Essential Criteria
- Experience:
- At least 3-5 years of experience in HR roles, with at least 3 years in a senior HR role.
- Proven experience in employee relations, performance management, and recruitment.
