Senior Finance Officer
Senior Finance Officer aim to ensure the effective management and day to day finance and accounting works, including financial control, compliance and auditing, financial reporting, cash flow management, budgeting and forecasting, bank reconciliating, and bookkeeping in QuickBooks.
This incumbent will be based in Phnom Penh with occasional travel to provinces and reported to Senior Finance and Staff Development Fund Manager.
- Financial Management:
- Oversee all financial operations and ensure compliance with financial regulations and standards.
- Manage cash flow and financial planning to ensure the organization's financial stability.
- Budgeting and Controlling:
- Prepare and manage the annual budget, including forecasting and variance analysis.
- Review and approve budget requests, ensuring alignment with organizational goals.
- Monitor and control expenditures to ensure adherence to the budget.
- Reporting:
- Prepare and present financial reports to the Committee, Board, and donors.
- Ensure timely and accurate financial reporting, including monthly, quarterly, and annual reports.
- Provide financial insights and recommendations to support decision-making.
- Support to Staff Development Fund Unit:
- Assist with controlling invoicing, AR, AP, and follow-up on fees.
- Ensure accurate and timely processing of financial transactions related to the Staff Development Fund.
- Payroll and Payments:
- Manage staff payrolls, ensuring accurate and timely payments.
- Oversee payments to insurance providers and NSSF contributions.
- Ensure compliance with relevant laws and regulations regarding payroll and benefits.
- Monthly Tax Declaration:
- Prepare Monthly tax Declaration, Yearly Tax Declaration (ToI).
- Accounting System Management:
- Review and manage the accounting system (e.g., QuickBooks) to ensure accurate booking of transactions.
- Implement and maintain internal controls to safeguard financial assets.
- Conduct regular audits to ensure the integrity of financial data.
- Membership and Fee Collection:
- Manage the collection of membership fees and other fees.
- Ensure accurate recording and timely collection of all fees.
- Follow up on overdue payments and maintain accurate records of fee collections.
- Auditing and Compliance:
- Coordinate with internal and external auditors to facilitate audits.
- Ensure compliance with organizational policies and regulatory requirements.
- Implement recommendations from audit reports to improve financial practices.
- Policy, and Procedure Development:
- Ensure compliance with organizational policies and external regulations.
- Minimum experience of 4 years in similar field
- University degree in finance, accounting, Auditing or related field
- Strong self-discipline and sound team work manner
- Computer literacy and Knowledge in QuickBooks
- Strong commitment to CMA's Vision, Mission and value
- Good command in English

- Experience in finance sector is a plus but not required
