Overview

The Senior Coordinator, Security will provide the IJM Cambodia field office with technical and operational expertise in security management. This position will design and coordinate the implementation of sound security practices; enhance the safety and security of IJM staff, assets and programs; and minimize operational risks.

Key Result Areas

The success of this role is measured by key result areas which are listed below:

  1. Develop and implement comprehensive security strategies and operational protocols for IJM Cambodia field office personnel and property in accordance with IJM Global security protocols;
  2. Design and implement security, evacuation, and contingency plans;
  3. Train and equip all IJM personnel and visitors with the necessary knowledge and skills to mitigate risk and engage in IJM’s mission with high safety standards;
  4. Conduct recurring reviews and inspections of security procedures, policies and systems.
Expectations - Duties, Responsibilities
  • Policies and Procedures: Responsible for the creation and updating of all policies and protocols related to safety and security in the office, ensuring policies are in accordance with IJM Global security protocols.
  • Leads in and responsible for all security-related policies and procedures for the field office;
  • Design, implement, and train staff on evacuation procedures (fire, medical, political, disaster) and ensure office compliance with fire regulations and building safety codes;
  • Establish and monitor office access control mechanisms for IJM premises, and design and implement a policy to screen and mitigate security risks related to the visitors and vendors coming into the office;
  • Maintain detailed records of field office security work and policies.
  • Strategy & Knowledge Development & Implementation: Responsible for identification of threats to IJM’s operations and the creation of mitigation strategies. Provides informal security training and debriefing as threats or critical incidents arise.
  • Identify and evaluate threats to the safety and security of field office staff and property and develop mitigation strategies;
  • Provide guidance and recommendations to field office staff and leadership for the safety, security and protection of staff;
  • Prepare threat assessments and conduct safety and security reviews for IJM staff, clients and casework;
  • Develop, implement and review risk mitigation strategies and operational security plans for field work in collaboration with other IJM teams;
  • Debrief security related critical incidents and document strengths, gaps, and lessons learned.
  • Communication: Organized planning, delivering, monitoring and revising security-related communication, both internally and externally.
  • Monitor national and regional security incident reporting, maintain a database of incidents and ensure appropriate dissemination of information during emergencies;
  • Maintain updated staff communication trees and recall rosters;
  • Ensure that concise, thorough and timely written reports are produced for all security-related activities;
  • Facilitate regular communications on security matters to ensure field office staff are equipped with adequate knowledge, tools and resources to comply with security protocols and best practices;
  • Liaise with the FOD, Cambodia Team Leaders and Hub/Regional/Global Security personnel to provide regular reporting and updates on security issues in Cambodia.
  • Networking & Partnership: Develop, maintain and leverage key relationships with government, commercial and NGO security professionals in Cambodia.
  • Training and Development: Responsible to ensure all personnel and visitors are adequately trained and equipped in safety and security practices. Evaluation of staff security readiness and level of competence.
  • Train field office staff in security strategies and operational and travel protocols and ensure that IJM staff have the necessary training and support at all times to deal with and mitigate risks and threats that arise in their work;
  • Assist in the selection/training of field office and contract security personnel;
  • Orient new staff, interns, fellows, volunteers and other visitors on safety and security issues related to the office and project areas;
  • Ensure security and contingency plans are incorporated into all IJM programming and a culture of security awareness is inculcated among staff;
  • Ensure that security guards and drivers are well serviced, trained, and equipped to the required standards;
  • Timely assign a cycle of IJM’s vehicle and driver for each trip schedule and request;
  • Manage the efficient schedule of rented vehicle, complete required vehicle rental form and process payment.
  • Fieldwork Projects: Provide expert security leadership and advice during any critical incidents, and provide security expertise in all mission-related field activities, continuing to improve IJM’s ability to carry out its mission safely and to mitigate risk in the field.
  • Provide on-the-ground expertise in response to critical incidents and input to field office leadership on crisis management;
  • Provide on-the-ground expertise in response to emergent threats to IJM personnel and property;
  • Manage security requirements for special events, including visits by donors, IJM executives, etc.;
  • Assess the security of external locations where IJM will be hosting events (as requested);
  • Monitor the location and verify the safety of field office staff;
  • Conduct surveillance detection and counter surveillance to identify possible threats to staff and clients;
  • Gather intelligence pertinent to the security of the IJM office, clients or staff;
  • During rescue operations and other major casework operations, perform the role of the security officer, coordinating security related logistics and ensuring the security of all staff and clients.
Requirements - Skills, Qualifications, Experience
  • Education & Experience:
  • University degree in security management or related field; high level of experience may substitute for university degree;
  • At least three years’ experience in managing security operations, preferably for non-profit or international organizations; and physical, protective, and operational security (relevant law enforcement and/or military experience will be considered);
  • Expertise in the analysis of security threats, risks and vulnerability in Cambodia;
  • Experience in crisis management;
  • Experience training security officers and contractors;
  • Experience working in a multi-disciplinary, cross-cultural environment.
  • Technical Competencies:
  • Proven ability to design, successfully implement and review tactical security operations in the field;
  • Strong oral and written communications skills;
  • Fluent in oral and written English and Khmer;
  • Computer literate with a high level of proficiency in Microsoft Word and Outlook;
  • Valid Cambodian driver’s license.

Associate, Casework

Overview

The Associate, Casework is responsible for providing the Casework Team with administrative support. This position ensures the smooth functioning and coordination of all activities of the Casework team and provides IJM clients with logistical and administrative support. This position will ensure that the activities of the casework team are documented, implemented, and supported appropriately. This role will further assist the Head of Casework support the team and he/she will further assist the Senior Casework Coordinator function.

  1. Logistical & Administrative Support: Provide support to the team such as scheduling travel plans, communication to relevant officials as requested. Further client liaison and logistical support including travel, food and lodging, financial disbursements during court, aftercare and investigation related activities;
  2. Casework Tracking/Reporting: Taking meeting minutes for the Casework team, recording action steps for each meeting and follow up with staff on assigned activities; Updating casework databases such as CTMS, Casework Trackers (referrals/existing cases) as requested by Sr Casework Coordinator and Head of Casework;
  3. Legal Support: Assisting IJM Attorneys to follow up IJM court cases, communication with partners, photocopying and printing documents, drafting legal documents as requested and submitting to the court; typing report of all court proceedings, preparing both electronic and physical casefiles.

  • Strategy & Knowledge Development & Implementation:
  • Working with other departments, coordination on internal and external events to sell IJM’s Theory of Change;
  • Assist and participate in advocacy efforts/strategies to ensure the rights of TIP survivors are accorded necessary legal protections;
  • Participate in all survivor related forums, activities and interactions that will lead to an in depth understanding of client experiences.
  • Networking & Partnership:
  • Network with court officials where IJM has ongoing cases to support quick action on IJM requests for documents such as judgments, orders, court dates and filing applications;
  • Develop and maintain a database of all relevant court contacts.
  • Policies and Procedures:
  • Assist and support development of casework policies and procedures and share ideas with the team;
  • Maintain and observe all IJM casework and none casework related policies.
  • Training and Development:
  • Assist and participate in training of partners and stakeholders on the importance of mainstreaming survivor rights in the justice seeking processes;
  • Assist Casework Team prepare training material for external/internal trainings;
  • Participate in IJM sponsored trainings for self-development.
  • Research, Program Management and M&E:
  • Ensure the CTMS dashboard is accurate and up to date;
  • Assist in tracking and monitoring of casework sub-outcomes and indicators including proactive follow up with relevant personnel;
  • Conduct research as requested by supervisor.
  • Casework:
  • Attend to clients including communicating with them on court dates or other needs. Coordination with partnership team and partner organizations for client meetings, IVJ, and trials;
  • Translating/interpreting Khmer-English for Legal (L) documents and others;
  • Help and maintain daily administrative tasks for legal including physical case file management;
  • Writing reports/minutes after casework meetings, initial client meetings, IVJ preparation, trial reports and debriefs;
  • Accompanying DCW or other casework staff as directed by DCW for meetings including client meetings. Taking notes of the said meetings;
  • Attending court to obtain lawyer’s documents and meet with judges/clerks to collect the court documents;
  • Follow up with courts to track trial and appeal dates, and notify LD and AD of these dates;
  • Serve as administrative assistant to the DCW and the team.
  • Documentation, Reporting & Data Management:
  • Upload reports and documents into CTMS and help casework team make sure all information is accurate;
  • Document for learning purposes the content of meetings and discussions with partners and stakeholders;
  • Updating Casework Spreadsheets including Casework Trackers (referrals/existing cases) as requested by Sr Casework Coordinator and Head of Casework;
  • Assist in the development of data collection tools for casework based on experience and learning;
  • Compiling monthly and quarterly casework reports including follow up with assigned staff.
  • General tasks:
  • Carry out other additional assignments given by the supervisor/supervisor’s delegate.
  • Travel Requirements:
  • This position requires travel within Phnom Penh and its environs during working hours and less frequent travel to other parts of Cambodia.
Requirements - Skills, Qualifications, Experience
  • Education & Experience:
  • University degree in relevant field such as social work, law or related field;
  • At least three years’ experience in legal and social work or project coordination;
  • Experience providing administrative/logistical support to multi-disciplinary teams.
  • Technical Competencies:
  • Fluency in Khmer and English required;
  • Strong listening, verbal, and written communication in Khmer and English;
  • Computer proficiency with Microsoft Office and cloud-based databases and case management systems;
  • A clear criminal record.
