The Asia Foundation (TAF) is in discussions with a private sector donor to potentially deliver a three-year initiative to support digital and financial inclusion for small and micro-sized tourism businesses (SMBs) in Cambodian tourism hotspots. During the Inception Phase, TAF will conduct a landscape scan, convene a Strategic Working Group, and design a Learning Management System (LMS)-based training model to enhance SMBs’ access to finance, data, and upskilling pathways.

Though funding for this initiative is awaited, TAF seeks applications (CVs and cover letters) to identify two consultants, as follows:

Senior Consultant – Strategic Design & Implementation Lead

Position Summary

The consultant is for National

Location: Phnom Penh, Cambodia (with potential short travel to Siem Reap and Kampot)

Reports to: Director, Strategy and Development, The Asia Foundation

Expectations - Duties, Responsibilities
  • Design three digitized learning modules (financial literacy, digital readiness, and inclusive business practices).
  • Convene and facilitate a Strategic Working Group to shape the project design, learning approach, and data management protocols.
  • Oversee a light-touch landscape scan methodology to ensure insights are actionable and relevant for LMS development.
  • Identify and scope out LMS and mobile app vendors and contribute to development of user and content requirements.
  • Draft an internal reflection memo and design roadmap, incorporating partner feedback and findings from the scan.
  • Provide technical input to the initial M&E framework and module completion indicators.
Requirements - Skills, Qualifications, Experience
  • Minimum 7 years’ experience in inclusive economic development, digital skilling, or MSME/tourism support programs in Southeast Asia.
  • Proven track record in designing and implementing learning platforms or digital ecosystems for underserved groups.
  • Experience with multistakeholder convening and program co-creation.
  • Strong writing and analytical skills, with ability to synthesize insights into strategic recommendations.
  • Familiarity with Cambodia’s tourism or MSME landscape preferred.
  • Excellent speaking and writing skills in English and Khmer.
 
 

Junior Consultant – Research & Coordination Associate

Position Summary

The consultant is for National

Location: Phnom Penh, Cambodia (with potential short travel to Siem Reap and Kampot)

Reports to: Senior Consultant and dotted line to Director, Strategy and Development, The Asia Foundation

Expectations - Duties, Responsibilities
  • Support the Senior Consultant in delivering on tasks.
  • Engage university partners on compiling and collecting tourism related data.
  • Engage project participants as needed.
  • Provide logistical support to the Strategic Working Group meeting and related convenings.
  • Document feedback from key stakeholders and compile working notes.
  • Assist in coordination with LMS vendor and app development team during requirement scoping.
  • Support drafting of internal memos, background notes, and communication materials.
  • Additional administrative tasks as assigned by team such as issuing RFPs, drafting minutes of meetings, etc.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree in economics, development, tourism, or related field.
  • 2–4 years of work experience, preferably in research or program coordination.
  • Experience with field data collection or stakeholder engagement in Cambodia.
  • Strong organizational and communication skills.
  • Fluency in Khmer and proficiency in English required.
