This position is responsible for designing, developing, maintaining, and optimizing scalable, secure, and high-performance backend systems that support the Skill Development Fund digital ecosystem, with a strong focus on Laravel and Next.js, as the primary web development frameworks. The position is required to lead backend architecture, API development, database optimization, system integration, and DevOps collaboration while mentoring junior developers and ensuring software quality, security, and maintainability. In addition, the role provides technical guidance, troubleshooting support, and practical advice to the development team to ensure that solutions are secure, scalable, reliable, well-documented, and aligned with SDF's digital architecture and best practices.
The Senior Backend Developer will handle SDF systems and platforms including the Joint-Training System, Skills Matching System, Skill Voucher System, Partnership Platform, and other related backend systems, background services, and integrations.
- Lead the design, development, and maintenance of the SDF Backend Core System using Laravel, RESTful APIs, and Next.js integration as a priority.
- Architect and implement secure, scalable, and high-performance APIs for the Join Training Program, Skills Matching Program, Skill Voucher Program, Partnership Platform, and other SDF digital services.
- Develop and maintain database structures, data models, migrations, and optimized queries for core business processes and reporting needs.
- Build and manage background jobs, queues, schedulers, notifications, data synchronization, and other backend services required by SDF platforms.
- Integrate third-party systems and services such as authentication, email/SMS notifications, voucher workflows, reporting tools, and data exchange APIs.
- Collaborate with business, product, and operations teams to translate requirements into clear technical specifications and practical implementation plans.
- Optimize backend performance, reliability, maintainability, and scalability across existing and new SDF systems.
- Review code, define backend development standards, support Git workflow, CI/CD practices, deployment, and release management.
- Provide technical advice, mentoring, troubleshooting support, and knowledge sharing to developers and related team members.
- Support Next.js applications that consume Laravel APIs, ensuring smooth integration between backend services and user-facing platforms.
- Prepare technical documentation, system manuals, deployment notes, and support UAT, implementation, and production issue resolution activities.
- Bachelor's Degree in Computer science, Information Technology, Software Engineering, or a related field
- Master's Degree is preferred
- Professional software development experience, including strong backend development experience and senior or lead developer responsibilities for 5 years as a minimum
- Strong hands-on experience with PHP and Laravel, including RESTful API development, Eloquent ORM, queues, scheduler, events, policies, Sanctum/Passport, and testing.
- Strong experience with Next.js/React integration, frontend-to-backend API consumption, authentication flow, and modern web application development is a priority.
- Solid experience with SQL database design, query optimization, migrations, transactions, and data integrity using MySQL, PostgreSQL, or similar databases.
- Experience with Git, Linux server environments, Docker, deployment workflows, CI/CD pipelines, and cloud or VPS hosting environments.
- Good understanding of API security, OAuth 2, Laravel Passport, JWT, security practices, input validation, audit trails, and secure coding standards.
- Experience with Agile/Scrum, technical leadership, government or donor-funded systems, and professional certifications are advantageous.
- Ability to analyze business needs, advise the team, communicate technical options clearly, and work effectively with both technical and non-technical stakeholders.
