The Health Equity and Quality Improvement Project Phase 2 (H‑EQIP 2) support the Royal Government of Cambodia in advancing Universal Health Coverage (UHC), improving financial protection and access to services for the poor and vulnerable, and strengthening the health system. The project is funded by the World Bank, Pooling Partners (DFAT, GFF, KfW, KOICA), and the Royal Government of Cambodia.

Following the Mid‑Term Review, it was identified that while annual Health Equity Fund (HEF) expenditure exceeds US$20 million, the utilization of HEF claim data remains limited. The National Payment Certification Agency (NPCA) manages the Patient Management and Registration System (PMRS), which records HEF claim data nationwide. To address this, NPCA seeks to engage two (2) Senior Analysts (Data Claim Analysis for HEF) to enhance monitoring and reporting of HEF utilization through advanced data analysis and to build internal analytical capacity.

Position Summary

The position is for Data Claim Analysis for HEF

Contract Duration

The Senior Analysts will be contracted for a period of twelve (12) months from the contract signing date, with the possibility of extension depending on satisfactory performance, project needs, and fund availability. The contract is subject to quarterly performance reviews. The duty station will be at NPCA headquarters in Phnom Penh, with frequent travel to provinces as required.

Duties & Responsibilities:
  • Collecting, cleaning, validating, and organizing HEF claims data from PMRS and other sources.
  • Analyzing trends in service utilization, claim submission, approval, and reimbursement.
  • Producing comprehensive analytical reports and providing actionable, evidence-based recommendations.
  • Advising NPCA staff on epidemiological methods, data analysis, and visualization techniques.
  • Conducting training or mentorship sessions on data management and analysis.
  • Collaborating daily with the International Data Claim Review Consultant, providing local context and data validation support.
  • Designing and institutionalizing data cleaning and reporting workflows within the Department of Policy.
Expected Profile of Candidates
Languages:

Qualifications:
  • Bachelor's Degree in Epidemiology, Public Health, Health Economics, or a related field as a minimum
Work History:
  • At least experience in health data management, claims analysis, and program monitoring for 3 years
  • At least professional experience in epidemiology, health data analysis, and reporting, preferably within health systems or social protection programs for 3 years
Skills & Knowledge:
General & Technical Skills
  • Good proficiency in statistical and analytical software such as R, Stata, SQL, or Python.
  • At least 2 projects demonstrating proven experience with Health Equity Fund (HEF) operations, health financing, or social protection schemes.
  • Good analytical, report writing, presentation, and communication skills in both English and Khmer, with the ability to convey complex technical concepts to both technical and non‑technical audiences.
Soft Skills
  • Collaboration: Ability to work closely with an International Consultant and with NPCA staff to transfer knowledge and institutionalize data management practices.
 
 

International Consultant

Position Summary

The consultant is for Data Claim Analysis for HEF

Ref: H‑EQIP‑II‑ICS‑26/004

Contract Duration

The consultant will be contracted for a total of 100 working days over a 12‑month period (intermittent basis), starting from the expected commencement date in August 2026. The contract may be extended based on satisfactory performance, project needs, and fund availability. The consultant is required to undertake one (1) in‑person mission to Cambodia during the contract period, with the remainder of work performed remotely. Travel costs and logistics will be managed in accordance with NPCA policies.

Duties & Responsibilities:
  • The consultant will provide ongoing technical support to NPCA, focusing on:
  • Capacity Building: On‑the‑job training for NPCA’s data analytics team in advanced statistical analysis (STATA or equivalent), health financing metrics, and technical/policy reporting.
  • Claim Data Analysis: Develop analytical frameworks, conduct in‑depth analysis of HEF claim data to identify trends, patterns, and performance indicators, and translate findings into actionable policy recommendations.
  • Reporting and Knowledge Products: Guide the preparation of semi‑annual analytical reports, policy briefs, dashboards, and a standardized reporting template; provide quality assurance.
Expected Profile of Candidates
Languages:

Qualifications:
  • Master's Degree in Health Economics, Public Health, Applied Economics, or a related quantitative field.
Work History:
  • At least of relevant international experience in health financing, health insurance claims management, or social protection systems for 10 years
  • At least of experience with Universal Health Coverage (UHC), Health Equity Funds (HEF), or social protection schemes in South‑East Asia (experience in Cambodia is highly desirable) for 3 years
Skills & Knowledge:
General & Technical Skills
  • At least 7 years of proven expertise in designing and implementing data analysis frameworks for large‑scale health insurance claims.
  • At least 3 projects demonstrating expertise in using statistical software (e.g., Stata, R, SQL, Power BI) to translate complex data into policy‑relevant evidence, including measuring program impact on financial protection and service delivery.
  • Demonstrated experience in capacity building and institutional strengthening in developing‑country contexts.
  • Strong technical writing skills with a proven track record of producing high‑level policy briefs, technical reports, and journal‑standard publications.
  • Fluent in written and spoken English (Khmer is not required but is an asset).
