Feeding Dreams Cambodia is a registered NGO with the Cambodian Ministry of Interior. Based in Siem Reap, we operate an education program serving over 950 students daily, from age 4 to young adults. We provide free English, maths, IT classes, school meals, and community support to children from disadvantaged backgrounds from the local slums.

Our work is funded entirely through donations and overseas grants, working closely with our partners from the United Kingdom and Australia. Both our overseas partners are very active in assisting the running of Feeding Dreams Cambodia.

This is a newly created role reporting directly to the Executive Director. The position has full ownership of the Finance and Administration Department. You will be responsible for providing Senior Management and external bodies with accurate, timely, and compliant financial information, therefore someone who has excellent accounting skills and possesses good communication skills will be successful in this role, as will strong governance, compliance, and stakeholder exposure.

As our main stakeholders are based in the United Kingdom and Australia, a very good understanding, both written and verbal English is required.

  • Manage and mentor the finance team
  • Hours of operation are Monday to Friday, 7:30am–10:30am and 1:30pm–6:00pm (37.5 hours/week with 3-hour lunch break.)
Duties & Responsibilities:
  • Responsibilities
  • Preparation of Financial Statements in accordance with Cambodian Accounting Standards
  • Ensure timely and accurate processing of all income and expenditure
  • Establish and maintain internal controls, financial policies and procedures
  • Oversee bank reconciliations, cash management, petty cash, and foreign currencies
  • Prepare monthly management reports (Profit & Loss, Balance Sheet, Budget Comparison, Departmental reporting and Cashflow)
  • Payroll processing, on and off boarding employees, including tax, leave entitlements, FBT, Seniority payments, and NSSF.
  • Maintain staff records and HR.
  • Manage cashflow with department heads
  • Manage the expenditure of the school meals program
  • Assist in the preparation of grants and funding applications
  • Preparation of Annual Budgets
  • Management and reconciliation of sponsorship program
  • Accounts Payable and Accounts Receivable reconciliations
  • Project income, costings and allocations
  • VAT and Tax returns, Salary tax and NSSF lodgements
  • Manage external audits and liaise with auditors and key stakeholders
  • Government annual statutory lodgements
  • Fixed Asset Register management
  • Administration Support Duties
  • Check, receive, record, and track all incoming and outgoing documents from relevant authorities, partners, and stakeholders.
  • Assist in maintaining organized filing systems for administrative and official documents (both hard and soft copies).
  • Support meeting arrangements, including preparing invitation letters, and coordinating schedules.

Expected Profile of Candidates
Languages:
  • English - Fluent
Qualifications:
  • Bachelor's Degree in Accounting/Finances
Work History:
  • Year of Exp in accounting for 3 to 5 years
  • At least in a senior role for 2 years
Skills & Knowledge:
General & Technical Skills
  • Strong working knowledge of QuickBooks
  • Excellent computer skills (Excel, Word, SharePoint)
  • Experience running payroll in Cambodia
  • Strong knowledge of Cambodian Labour law, annual leave, sick leave, salary tax, NSSF, FBT
  • Able to communicate in written and oral English
  • Provide technical accounting advice on complex and unusual transactions
  • Confident proactive communicator with the maturity to engage senior internal and external stakeholders, and strong time management skills.
  • Strong accounting and financial management skills, including budgeting, financial reporting, and auditing
  • Previous experience in a senior accounting role, with a preference for candidates experienced in NGOs.
  • You are likely to be a Senior Accountant seeking a new challenge.
  • Experience in the NGO/education sector is preferred but not essential.
  • You have a strong, well rounded accounting background, ideally developed through hands-on roles.
