Secondary Education Specialist/ Deputy Team Leader (1 Position)
If JSI/WE is successfully awarded a contract, this position would be full time for six years (72 months).
- The Secondary Education Specialist/Deputy Team Leaderwill work with and assist the Team Leader (TL) in coordinating with the Project Management Unit (PMU) in MOEYS, the Executing Agency (EA), the Institute of Technology of Cambodia (ITC), the Implementing Agency (IA), and two Project Implementing Units (PIUs), Directorate General of Education (DGE, PIUl) and Directorate General of Higher Education (DGHE, PIU2). This will include supporting the Team Leader to:
- Provide technical support and guidance to PIUs and IA and collaborate with other consulting firms and individual specialists to ensure timely implementation and delivery of the key interventions of the project related to: (a) classroom buildings construction and existing classrooms renovation, (b) CPD programs and for teachers, school-based STEM framework, (c) secondary education learning assessment and EQID's piloting activities, and (d) implementation of fast-track program in Upper Secondary Education (USE);
- Oversee and support activities related to the: (a) development of guidelines on Minimum Service Standards (MSS) for General and Technical High Schools (GTHS), (b) applied STEM and innovative learning fund, (c) scholarships, voucher system for teaching English language proficiency and pedagogy training, (d) fast-track program (e) MoEYS strategy on higher education institution recognition of prior learning and (f) competency and credit transfers to higher education;
- Support the PMU and IA for activities related to (a) gender, social safeguards, environment and (b) climate change, and procurement;
- Support the EA to prepare lessons learned and/ or success story documents for sharing and the project completion report for submission to MEF and ADB;
- The Secondary Education Specialist/Deputy Team Leader will also provide support to the PMU's M&E officer to:
- Ensure the completion of baseline data with disaggregated by sex, beneficiary groups, including indigenous peoples);
- Update progress of DMF's and Gender Action Plan (GAP)'s targets and performance indicators, and risk mitigation action plan (RAMP) and Loan covenants;
- Coordinate with DGC/DOC and DGSE on activities related to new classroom building and existing classrooms renovation;
- Take the role of acting Team Leader when the TL is not in the country.
- Perform other tasks as may be reasonably required by the Executing Agency (EA), Implementing Agency (IA) and ADB; and
- Prepare end-of-assignment reports for submission to the EA and ADB.
- The main required qualification of this position is at least 10 years' experience in supporting large and multi-disciplinal teams and management of ADB or WB-funded education projects in Cambodia,
- A master's degree in education, public policy, or a related discipline,
- A demonstrated understanding of innovative strategies in teaching, learning, and assessment, excellent written and spoken English, and
- Ability to take the role of Team Leader when the Team Leader is not in the country.
Project-based Continuous Professional Development Specialist (1 Position)
If JSI/WE is successfully awarded a contract, this position would be 30 months spread across the six year project.
Together with the International Project-based CPD Specialist, the national specialist will:
- Work with the teacher training and capacity-building program specialists to support the EA, particularly PIU, and IA to:
- Design and implement the post-CPD project-based program,
- Coordinate with CPD providers, particularly ITC and NIE, and DGSE,
- Design an applied STEM and innovative learning fund protocols and guidelines including project-based funding proposal review, approval, and implementation monitoring to ensure the project-based learning is aligned with CPD and national curriculum as well as the project objectives;
- facilitate the implementation of the project based CPD program, including: (a) promoting post-CPD project-based teaching and learning, (b) delivering training sessions on PBL theory and best practices, (c) guiding participating schools and teachers in the development and implementation of their own project-based learning activities, (d) providing ongoing coaching and support to participants throughout the program, (e) developing and delivering high-quality resources and materials to support the project-based CPD program, and (f) monitoring and evaluating the effectiveness of the program;
- document good stories of the project-based CPD program for dissemination and develop a policy recommendations for expansion and sustaining applied science and project-based learning at secondary education under the government budget;
- capacity development training and/ or support to ITC and NIE, and DGSE in the implementation of project-based CPD program;
- Provide support to the PMU's and PIUl counterpart staff and Deputy Team Leader., in updating the progress of DMF's and GAP's relevant targets and performance indicators;
- Capacity development training and/ or support to Institute of Technology of Cambodia (ITC) and National Institute of Education (NIE), and DGSE in the implementation of project-based CPD program;
- Ensure that all documents related to the results of the project-based CPD program activities are properly filed and accessible for reference;
- Perform other tasks as may be required by the international specialist during his/her absence; and
- Prepare end-of-assignment reports for submission to the EA and ADB.
- A master's degree in teacher education, preferably in STEM-related subjects,
- At least 7 years of experience in designing teaching training and capacity-building programs, particularly applying science teaching and learning and delivering CPD in various modalities.
- Be excellent in written and spoken English and Khmer.
