Purpose of this position:
The Project Manager Safe Migration Cambodia leads the overall implementation of the SaMiCa II with timely and high-quality delivery of project results in accordance with approved project documents, country office regulations and donor requirements. The Project Manager is overside both self-implementation and partner (Damnok Teuk and NCCT) with clear planning, strategic implementation, monitoring and on time reporting. Coordination/collaboration with relevant stakeholders and NGOs for project level intervention smoothly and quality is the key focus.
Work Quota: 100% [full time]
Line Management and Team:
- The job holder is subordinate to the Director of Operations.
- The job holder supervises direct 3 Programme Officers and indirect 4 Project Officers and focal communication person with project partners and relevant stakeholders.
- High Quality Project Cycle Management (40%)
- Project Planning: Endure and organize project annual and mid-term plans that align/address with context, ProDoc approval and know how to implement.
- Project implementation: Oversee the project implementation with practical tool know how the project on track, right direction and quality manner. Define on time strategy and solution to address challenges and or context changes.
- Staff management: Ensure project team capacity and confidence to carry out their role and responsibilities. Quality annual staff performance appraisal and objective set that align with project performance.
- Financial Management: Plan and expenses project budget on time and quality. Know how to track the project outputs quantity and quality against expenses.
- MEAL: Oversee the MEAL plan, progress and indicators analysis. Set priority review, improve with adjustment result indicators that address project output, outcome and overall objectives means.
- Reporting: Coordinate and manage project report development and submission on time with quality. Set strategy and guide project team and partners to build report with consistence, realistic, reliable and against expenses.
- Migration Technical Strengthening and Up to Date (30%)
- Thematic Focal Point: Support CaCH to maintain and further develop a high-quality thematic migration programme that aligns with government and donor strategies and policies. Lead in aspects of “migration” throughout Caritas’ Cambodia Programme.
- Projects technical: Strengthening and update project implementation’s strategy, approach and coordination to project team and partner as appropriate for the context and in line with the Cambodia frameworks.
- Exchange and representation: Represent CaCH at sub- national levels in relevant working groups, sector or network coordination. Keep updated about trends related to migration, anti-trafficking and related activities (vocational training, social protection, etc.); in Cambodia and continuously expand the relevant network. Actively contributes to enhancing the profile of CaCH in the sector.
- Capitalization and Knowledge Management (20%):
- Ensure capitalization of project and programme approaches, through quality documentation of impacts, lessons learnt, case study around migration and gender.
- Develop and manage service provider/consultant various expertise that project hiring with timeline set and quality delivery.
- Manage the project culture learning and exchange in-outside in order to promote best practices, lessons learnt and expertise enhancement.
- Support the development of concept notes and proposals related to the Caritas’ thematic area of migration.
- Other duties (10%)
- Role model of country office regulations, code of conduct and safeguard enforcement and implementation
- Perform other duties as assigned by line manager.

- English - Good
- Master's Degree in relevant social sciences (labor relations, law, sociology, anthropology, history, human geography or similar area) is preferred
- At least experience with Cambodia I/LNGO or institutes that work on local/cross border migration, anti-human trafficking, labor rights, and child protection for 10 years
- At least experience to manage consortium/complex project in a relevant field for 5 years
- Strong proven knowledge of migration and social development issues in Cambodia and the Mekong region
- Demonstrated project cycle management experience and good practices
- Good coordination, facilitation and dialogue skills with government line agencies, stakeholders, NGO partners and CBOs.
- Good communication skills in both Khmer and English, both spoken and written.
- Experience of working with government line agencies, NGOs, CBOs and local authorities, know-how to buy-in & capacity building.
- Knowledge of and experience in gender-responsive programming and gender mainstreaming.
- Practical and theoretical knowledge of the Graduation Approach.
- Strong analytical, strategic thinking, advocacy and networking skills
- Ability to work effectively in a team and keeping tight deadlines with limited supervision.
