Position Summary

The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50% and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Safety & Security Specialist who will provide the IJM Cambodia field office with technical and operational expertise in security management. This position will design and coordinate the implementation of sound security practices; enhance the safety and security of IJM staff, assets and programs; and minimize operational risks.

This position is based in Phnom Penh, Cambodia, and reports to the Head, HR and Administration, and is only available for candidates with the right to work in Cambodia. 

Duties & Responsibilities:
  • Policies and Procedures: 
  • Leads in and responsible for all security-related policies and procedures for the field office;
  • Design, implement, and train staff on evacuation procedures (fire, medical, political, disaster) and ensure office compliance with fire regulations and building safety codes;
  • Establish and monitor office access control mechanisms for IJM premises, and design and implement a policy to screen and mitigate security risks related to the visitors and vendors coming into the office;
  • Maintain detailed records of field office security work and policies. 
  • Strategy & Knowledge Development & Implementation:
  • Identify and evaluate threats to the safety and security of field office staff and property and develop mitigation strategies;
  • Provide guidance and recommendations to field office staff and leadership for the safety, security and protection of staff;
  • Prepare threat assessments and conduct safety and security reviews for IJM staff, clients and casework;
  • Develop, implement and review risk mitigation strategies and operational security plans for field work in collaboration with other IJM teams;
  • Debrief security related critical incidents and document strengths, gaps, and lessons learned.
  • Communication: 
  • Monitor national and regional security incident reporting, maintain a database of incidents and ensure appropriate dissemination of information during emergencies;
  • Maintain updated staff communication trees and recall rosters;
  • Ensure that concise, thorough and timely written reports are produced for all security-related activities;
  • Facilitate regular communications on security matters to ensure field office staff are equipped with adequate knowledge, tools and resources to comply with security protocols and best practices;
  • Liaise with the FOD, Cambodia Team Leaders and Hub/Regional/Global Security personnel to provide regular reporting and updates on security issues in Cambodia. 
  • Training and Development:
  • Train field office staff in security strategies and operational and travel protocols and ensure that IJM staff have the necessary training and support at all times to deal with and mitigate risks and threats that arise in their work;
  • Assist in the selection/training of field office and contract security personnel;
  • Orient new staff, interns, fellows, volunteers and other visitors on safety and security issues related to the office and project areas;
  • Ensure security and contingency plans are incorporated into all IJM programming and a culture of security awareness is inculcated among staff;
  • Ensure that security guards and drivers are well serviced, trained, and equipped to the required standards;
  • Timely assign a cycle of IJM’s vehicle and driver for each trip schedule and request;
  • Manage the efficient schedule of rented vehicle, complete required vehicle rental form and process payment.
  • Fieldwork Projects: 
  • Provide on-the-ground expertise in response to critical incidents and input to field office leadership on crisis management;
  • Provide on-the-ground expertise in response to emergent threats to IJM personnel and property;
  • Manage security requirements for special events, including visits by donors, IJM executives, etc.;
  • Assess the security of external locations where IJM will be hosting events (as requested);
  • Monitor the operational and non-operational movement of staff during official IJM activities to support their safety and security;
  • Ensure all staff are consistently accounted for through effective movement tracking and check-in procedures, particularly during field activities and emergencies.
  • Conduct surveillance detection and counter surveillance to identify possible threats to staff and clients;
  • Gather intelligence pertinent to the security of the IJM office, clients or staff;
  • During rescue operations and other major casework operations, perform the role of the security officer, coordinating security related logistics and ensuring the security of all staff and clients.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in security management or related field; high level of experience may substitute for university degree;
Work History:
  • At least experience in managing security operations, preferably for non-profit or international organizations; and physical, protective, and operational security (relevant law enforcement and/or military experience will be considered) for 3 years
Skills & Knowledge:
General & Technical Skills
  • Expertise in the analysis of security threats, risks and vulnerability in Cambodia;
  • Experience in crisis management;
  • Experience training security officers and contractors;
  • Experience working in a multi-disciplinary, cross-cultural environment.
  • Proven ability to design, successfully implement and review tactical security operations in the field;
  • Strong oral and written communications skills;
  • Fluent in oral and written English and Khmer;
  • Computer literate with a high level of proficiency in Microsoft Word and Outlook;
  • Valid Cambodian driver’s license.
 
 

Casework Associate

Position Summary

The Need

As we grow to expand our impact to protect 500 million people from violence, we are seeking a Casework Associate, Cambodia, to conduct and monitor labor trafficking investigations.

This position is based in Phnom Penh, Cambodia, and reports to the Director, Justice System Program, Cambodia, and is only available for candidates with the right to work in Cambodia. 

Duties & Responsibilities:
  • Strategy & Knowledge Development & Implementation:
  • Develop a thorough working knowledge of relevant laws and criminal procedures regarding human trafficking investigations;
  • Develop a thorough working knowledge of the modus operandi of human traffickers and the investigative methodologies and techniques utilized in human trafficking investigations.
  • Casework:
  • Properly strategize the development and investigation of cases and develop effective investigative plans to progress the case forward to a successful conclusion;
  • Conduct thorough, detailed, well documented investigations;
  • Analyze data to drive investigations strategies and tactics;
  • Develop relationships of trust with victims to generate the needed information and obtain victim support for interventions;
  • Analyze cases under TIP law and advise on IJM’s response.
  • Networking & Partnership:
  • Develop and maintain strong working relationships with governmental officials from relevant national and international agencies to facilitate the development, investigation, and prosecution of human trafficking cases;
  • Collaborate with community members and NGO partners to receive and respond to reports of trafficking, gathering accurate and relevant information about trafficking activity within communities, and strategically analyzing case work.
  • Documentation, Reporting & Data Management:
  • Write detailed, daily investigative reports and submit them to the Head of Casework in a timely manner;
  • Competently work with various databases, record management systems, communication networks, and specialized equipment;
  • Maintain strict confidentiality of all investigations, investigative strategies, and other privileged and sensitive information.

  • Bachelor's Degree in relevant field such as criminal justice, social work and psychology or equivalent skills and work experience;

  • Law enforcement experience an advantage;
  • Specific experience in working with victims of migrant workers and/or victims of human trafficking preferred.
  • Fluency in oral and written communication in Khmer and English;
  • Additional language proficiency in Thai, Burmese, Malay, or Chinese an advantage;

Social Service Associate

Position Summary

The Need

As we grow to expand our impact to protect 500 million people from violence, we are seeking a Social Service Associate, Cambodia to identify, recruit, train, and manage Aftercare agencies for the network, and to track their activities.

This position is based in Phnom Penh, Cambodia, and reports to the Social Services Specialist, Cambodia, and is only available for candidates with the right to work in Cambodia. 

Duties & Responsibilities:
  • Casework:
  • Provide crisis care and support to the victim at the initial stages, ensuring immediate needs are met and victim-friendly practices are used by government officials, liaising directly with MoSVY/DoSVY staff, police, etc;
  • Provide direct community-based services to clients upon obtaining their informed consent and conduct comprehensive needs assessments to develop individualized treatment plans in accordance with IJM’s Aftercare framework and standards.
  • Facilitate referrals to Case-Management Partners for specific services provision as needed.
  • Support clients in navigating the criminal justice system and accompany them as needed, in coordination with the Casework Associate.
  • Networking & Partnership: 
  • “Case Management Partners”: Proactive identification, mapping and recruitment of Aftercare agencies to provide case-management for survivors (i.e. the agency is responsible for the entirety of the client’s aftercare);
  • “Service Providers”: Identification, mapping and engagement of organizations, businesses and individuals who can provide specific services to survivors who are being case-managed by IJM or a Case-Management Partner;
  • Facilitate, as needed, connections between Aftercare Case-Managers (IJM or Partner) and Service Providers;
  • Facilitate, as needed, connections between Aftercare Case-Managers (IJM or Partner) and legal support (IJM or IJM Lawyers’ Network);
  • Facilitate, as needed, connections between Aftercare Case-Managers (IJM or Partner) and destination country agencies/stakeholders;
  • Engage proactively with existing networks, coalitions and forums to strengthen IJM’s presence among Aftercare providers (e.g. Chab Dai);
  • Maintain strong relationships with MoSVY and DoSVY officials. 
  • Training and Development:
  • Identify the capacity gaps and training needs of each partner and develop appropriate training materials using IJM’s global aftercare standards, frameworks and tools as a starting point;
  • Ensure all Case-Management Partners and Service Providers receive the necessary training, so they meet an established minimum standard prior to being assigned clients. 
  • Program Management and M&E: 
  • Manage both formal and informal partnerships, including funded and non-funded partners. In the case of formal, funded partnerships, assist partners to meet the terms of any agreements and conduct financial reporting in a timely and accurate manner;
  • Implement IJM’s procedure for client referrals, ensuring partners are clear on expectations and there is a smooth handover of clients, and ensuring all government protocols are met;
  • Track client progress and provide guidance and mentorship to Case-Management Partners and Service Providers working with clients. Hold partners accountable to minimum standards;
  • Monitor partner/service provider performance by obtaining data on all services provided and by measuring client outcomes, as well as accompanying partners on client visits on a regular basis to evaluate partner social worker performance. 
Expected Profile of Candidates
Qualifications:
  • Master's Degree in Social Work or related field, or equivalent work experience
Work History:
  • At least experience providing case management aftercare services to survivors of TIP for 4 years
Skills & Knowledge:
General & Technical Skills
  • Experience providing community-based aftercare strongly preferred;
  • Experience working with multiple aftercare NGOs in Cambodia required, preferably within formal or semi-formal partnerships;
  • Experience working with MoSVY and DoSVY required;
  • Experience connecting clients with individual service providers, including businesses/private sector, faith-based institutions, and local grassroots organizations strongly preferred.
  • Client case-management;
  • Trauma counselling training and skill;
  • Deep understanding of trauma and survivor needs in the Cambodian context, specific to TIP;
  • Knowledge of the operations of MoSVY and DoSVY and the NCCT Guidelines on Identification of Victims of TIP;
  • Knowledge of victim support services in destination countries including Thailand and Malaysia;
  • Proficient in the use of cloud-based case management systems/databases, understanding of basic M&E principles and practices.
