Objective of the Consultancy
The overall objective of this consultancy is to develop a robust, practical, and context-appropriate Safeguarding Policy and supporting tools that ensure prevention of and response to safeguarding risks across all organizational operations.
Duration and Timeline
The consultancy is expected to be completed within 45 working days from the date of contract signing.
- Assessment and Review
- Review existing policies, procedures, and practices (if any) related to safeguarding, child protection, PSEA (Prevention of Sexual Exploitation and Abuse), and code of conduct.
- Identify gaps against international standards (e.g., UN, INGO best practices) and Cambodian legal requirements.
- Policy Development
- Develop a comprehensive Safeguarding Policy that includes:
- Definitions and guiding principles
- Scope and applicability
- Roles and responsibilities
- Risk identification and mitigation measures
- Reporting and response mechanisms
- Confidentiality and survivor-centered approach
- Disciplinary procedures
- Tools and Procedures
- Develop or refine:
- Code of Conduct (if not available or needs update)
- Reporting/complaints mechanisms and flowcharts
- Incident reporting forms and templates
- Safeguarding risk assessment tools
- Staff declaration forms
- Capacity Building
- Facilitate at least 1–2 training workshops for staff and management on:
- Safeguarding principles
- Implementation of the policy
- Reporting and response procedures
- Deliverables
- The consultant is expected to deliver:
- Inception Report (including methodology and work plan)
- Assessment Report with gap analysis
- Draft Safeguarding Policy and tools
- Training materials (PowerPoint, handouts, etc.)
- Final Safeguarding Policy and toolkit (incorporating feedback)
- Final consultancy report summarizing process, findings, and recommendations
- English - Fluent
- Khmer is preferred
- Postgraduate Degree in social sciences, law, human rights, or related field
- Proven experience in developing safeguarding or child protection policies
- Strong knowledge of: Safeguarding, PSEA, and child protection standards, Cambodian legal framework (preferred)
- Experience working with NGOs or international organizations
- Strong facilitation and training skills
- Excellent report writing skills in English (Khmer is an asset)
