Caritas Switzerland (CaCH) has been engaged in Cambodia for 20 years with its own presence and registration since 2014. Caritas Switzerland works towards a Cambodia in which human development is for everyone. Our core themes are safe migration, increasing the income of vulnerable people, and building the resilience of communities to climate variability and change. Caritas Switzerland perceives quality education as a powerful tool for combating poverty, social exclusion and inequalities.

The Safe Migration Cambodia (SaMiCa II, p_250019) project, led by Caritas Switzerland (CACH) and in partnership with Damnok Toek (DT) and the National Committee for Counter Trafficking (NCCT), aims to reduce the societal and economic costs associated with harmful migration and child trafficking, which have devastating consequences for future generations through a comprehensive approach involving prevention, protection, and reintegration services.

The project operates in two border regions: Poipet & Ou Chrov (Banteay Meanchey province) and Kamrieng, Phnom Prek, and Sampovloun districts (Battambang province). In this current phase, the project integrates the Graduation Approach to support vulnerable households - especially youth in migratory contexts - by offering alternative livelihood opportunities that enhance economic self-reliance and resilience.

Summary

Purpose of Evaluation:

The project midterm evaluation and impact assessment is intended to measure the progresses of the project implementation against outputs and approaches applied, including measure the technical skills and competencies of implementing team, contributing to programme adaptation and revision the logic of the logframe, resulting from the implementation of 2025/26. This assessment will collect and analyse data on best practices, challenges faced, and lesson learnt to better inform programming and bridging the gaps identified.

In addition, this evaluation will extend to specific assessments of the implementation of Graduation Approach of CACH, the implementing partners a) National Committee for Couter Trafficking (NCCT) and; b) Damnok Toek (DT) as per outputs distributed (see SaMiCa logframe and Prodoc).

Scope and Focus: 

Objectives

The evaluation should cover the SaMiCa II project implements period of 2025 and up to quarter 3 of 2026. This evaluation assesses the Relevance, Effectiveness, Efficiency, Impact, and Sustainability of the project. It will also consider cross-cutting issues such as gender.

Given the project’s relevance, the evaluation will focus on:

  • Assessing the relevance of the intervention logic in regard to the project’s overall objective and in the current context. The consultant will look at each outcome, outputs and partners roles contribute to achieving the overall objective.
  • Assess the quality, effectiveness and efficiency of organizations in project management and implementation
  • Gender and youth sensitive intervention logic and implementation

Eligibility

  • The evaluator Team:
  • Professional in English language and Khmer both writing and speaking (essential)
  • Team Leader- at least 10 years experiences project mid-term review/evaluation in the topic of (safe) migration, child protection programmes, social protection or similar
  • Team Members- at least 5 years experiences project mid-term review/evaluation and particular based on proposal technical role.
  • Evaluator team must be in Cambodia and available face to face interview, clarification and presentation.

  • Organizational experience & past performance
  • Key personnel & qualifications
  • Project management & workplan
  • Annex 1: proposed evaluators team CVs

  • Annex 3: tax register and patent if a firm
  • Financial Proposal:
  • Detail budget breakdown with cuculation methods
  • Reasonable cost based on technical proposal and market value
  • Explanation of cost allocation
