RTA Assistant
Salary: Between EUR 800 and EUR 930 according to qualifications and previous experience.

Contractual nature of the job: Full-time position, with working hours from 9:00 AM to 5:00 PM, including a 1-hour break, Monday to Friday, unless otherwise agreed with the Resident Twinning Adviser (RTA).
Duration: The contract will begin on the date of signature and will remain valid for the entire implementation period of the twinning project (until 5 November 2026), unless specified otherwise, with a 3-month probation.
Under the direct supervision of the Resident Twinning Adviser (RTA), the incumbent will provide comprehensive secretarial and administrative support to the project, assisting the RTA, Project Leader (PL), and Short-Term Experts (STEs) in the planning and implementation of all related activities
- Act as the main contact for all local administrative matters
- Assist in implementing and applying project procedures and policies
- Support communication and coordination with the Beneficiary Administration, relevant public institutions, and project stakeholders
- Organize meetings, expert missions, trainings, workshops, steering committee meetings, and other project events
- Draft minutes and related documentation for meetings and events
- Assist in preparing and editing project reports (monthly, quarterly, final) and coordinate their dispatch to Member State partners
- Arrange travel and logistics for visiting experts, as needed
- Provide translation and interpretation services (English/Khmer), if required
- Maintain a well-organized filing system for all project documents and manage distribution lists for publications and newsletters
- Monitor basic budget records and archive financial documentation (e.g., mission certificates, receipts)
- Draft, review, and edit project materials (newsletters, press releases, presentations, etc.) in both English and Khmer
- Support project visibility and media outreach, including organizing press events and managing public relations
- Manage social media channels, if required
- Oversee general office tasks, monitor correspondence, and ensure confidentiality in all project-related matters
- Required qualifications:
- Cambodian national
- University degree in international relations, administration, management, or a related field
- Fluent in written and spoken Khmer and English
- Excellent drafting skills in both languages
- Strong organizational and analytical skills, with the ability to work independently
- Proficiency in Microsoft Office (Word, Excel, PowerPoint)
- Strong communication skills and team orientation
- Ability to multitask and work under pressure
- Capability to translate and interpret between Khmer and English
- Preferred Qualifications:
- Previous experience in international project implementation or public administration
- Knowledge of official statistics or familiarity with the Cambodian statistical system
- Awareness of EU institutions and policies
- Experience in managing social media
- Ability to create visual materials
- Knowledge of the French language is an asset
