Senior Finance Officer

Accounting / Finance

Reporting to: Finance  Administration Manager, FFI  Country Programme
Location:  maybe require occasional travel  FFI  sites elsewhere  Cambodia.

Duties

  • Policy development  updates
    • Using  FFI organizational Delegation  Authorities (DoA)  the key guide document, you will:
      • Provide  to identify financial policy gaps  needs  policy updates  the FFI  programme.
      • Collaborate closely  the Finance & Administration  and  support  the preparation  maintenance  a manual  procedures, protocols  guidelines  the financial management  the FFI  programme.
      • Take  initiative  identifying potential improvements  existing policies  procedures.
      • Ensure  compliance  all relevant stakeholders  regard  existing  future policies  procedures.
  • Grants Management
    • Prepare periodic financial reports  project managers  donors.
    • Assist  preparing  and annual organizational budgets.
    • Assist  review  donor guidelines  regulations  guide  staff  effective implementation.
    • Assist  compilation  documents  response  audit requirements.
    • Review  budget utilization  all projects. Ascertain expenditures  within approved budget flexibility limits. Recommend remedial actions  adverse variances.
    • Check  coding  expenditure (primarily donor budget lines, FFI nominal codes  fund codes)  ensure that  transactions  documentation  reviewed, authorized  approved by  budget holder  respective managers  propose necessary adjustments.
    • Work closely  project staff  ensure that  relevant documents  filed correctly  are easily accessible.
    • Support programme staff  preparing  budgets, budget amendments  any other matters.
    • Verify sub grantee request / liquidation documents (if any)  ensure that  expenditure  in line  both internal  donor requirements. Ensure that  transactions  supported by adequate & auditable documentations.
    • Follow up  use  various reporting  data entry tools  meet  reporting requirements  donors  internal management.
    • Perform other tasks  requested by your line manager.
  • Accounting  Financial Operations
    • Verify requests  all advances  ensure  correctness, completeness,  validity  vouchers  other supporting documents before processing.
    • Check  verify  vouchers (payment, receipt  journal documents) before approval by  Finance & Administration  to ensure  correct coding  budget lines, budget availability  the completeness  supporting documentation.
    • Post  transactions into  Access Dimensions accounting system  review  against vouchers  primary ledgers.
    • Review  close monthly financial reports  make  necessary journal adjustments.
    • Monthly reconciliation  cashbook/bankbook  all staff advance accounts  well  the update  the list  outstanding advances  the follow up outstanding advance liquidations.
    • Organize bank transfers  ensure transactions  properly tracked  recorded
    • Follow up timesheet postings by members  the FFI  Programme  make adjustments where necessary; update  report late  missing timesheet submissions  the Finance & Administration Manager.
    • Regularly follow up  inventory listings  ensure consistency between records  physical stock. Perform  stock take every six months.
    • Assist  Finance  Administration Assistant  handling cash  cheque transactions whenever necessary .Carry out other tasks  requested by your line manager.

Driver

Driving/Transport
  • Location: Phnom Penh

Reporting to: Senor Administration Officer
Location:  with frequent travel  project sites

Duties

  • Transportation/Maintenance Duties
    • Transport  core  project staff  careful  safety manner
    • Transport  staff, supplies  field equipment to/from field sites  other locations
    • Assist  maintenance  project vehicles  regard  their cleanliness, tidiness, servicing schedules, repairs, registration  insurance,  make sure that  necessary tools  parts  acquired  available when vehicles  repairing.
    • Make sure that  vehicles  checked  ensure that vehicles  in proper order – carrying spare tire, tools  first aid kit - before leaving  trips
    • Assist  keeping record  the vehicles movement  the Vehicle Tracking Book  make sure that  vehicles  used following  Vehicle Use Policy.
    • Report  any damage  accident immediately  Senior Administration Officer
    • Assist  purchasing  and maintaining  all motorbikes  vehicles.
    • Provide  to Project staff when  field if requested  perform other  duties  required
    • Responsible  the safe conduct  travel  the security  the daily maintenance  project vehicles; Maintain  vehicles  the sufficient fuel, water, oil,  tire pressure  all times;
    • Maintain  clean fleet  vehicles  perform minor repairs  arrange  repairs when necessary;
  • Other duties
    • Assist  collecting  delivering mail  ensure correct delivery  office staff
    • Assist  managing storeroom  make sure that  storeroom  well organized
    • Assist  office/generators maintenance/minor repairs
    • Assist  the paying  bills
    • Look after  vehicles (car, motorbike, bikes,...etc)  the staff  visitors  the FFI office
    • Ensure that vehicles park properly, within  office  the street outside
    • Greeting  opening  front gate  staff  visitors  the FFI  during standard  hours.
    • Look after  garden  plants  the  grounds, ensuring that  are properly watered  maintained.
    • Perform other duties  assigned by line manager

Requirements

  • Essential
    • Skills
      • Complete High school
      • Fluent  Khmer  able  communicate  English
      • Valid Driving License  Excellent knowledge  traffic law
    • Knowledge  experience
      • Minimum 3  experiences  driving  companies  NGOs (experience driving  difficult road condition/forest  an advantage)
      • Knowledge  vehicle engine  an advantage
      • Experience  vehicle minor repair/maintenance  desirable
