The Cambodia Center for Independent Media (CCIM) was established in 2007 with goal of promoting independent media, freedom of expression, access to information (A2I) and internet freedom. CCIM runs various training programs on journalism, digital security, media and information literacy for community members, citizen journalists, students, youth, and human rights defenders. Through its advocacy efforts, CCIM also documents harassment cases against journalists and provides legal protection to journalists at risk. As part of CCIM’s advocacy effort to promote press freedom, CCIM has also produced and published the Challenges for Independent Media reports annually since 2013. These reports to identify and documents challenges and opportunities to promote press freedom in Cambodia.  

In this context, CCIM is seeking a research consultant to support CCIM team to conduct the research on the challenges facing independent media in Cambodia in 2025, the research will updating emerging trends and landscape in the media sectors, review existing laws and related regulations that strengthen or restrict press freedom, assess the funding situation as well as examine ongoing challenges faced the industry and journalists in particular women journalists and media workers in Cambodia. The research will be based on mixed methodology to draw the findings from including but not limited to online survey, desk review, key informant interviews, focused group discussion along with media sectors, academic, CSOs. It will also include the proposed recommendations for government, and CSOs working on media and journalism. The report will be used as a resource for advocacy, donor engagement, and public communication to raise awareness to promote journalist safety and press freedom in Cambodia.

Research Consultancy for Challenges for Independent Media 2025 Study

Objective 

 The primary objective of this consultancy is to conduct a comprehensive assessment of the media landscape in Cambodia in 2025, with a particular focus on independent media reporting. The research will examine the current context, identify key challenges faced by journalists, media houses and women journalists, and analyze the impact of existing media laws, regulations, and policy frameworks on press freedom and independent journalism. Based on the findings, the consultant will provide practical recommendations to address identified gaps and barriers, supporting the development of a more enabling environment for independent media in Cambodia. 

 Scope of Work:  

The consultant will be responsible for carrying out the following tasks: 

  1. Media Landscape Assessment
  2. Challenges Analysis:
  3. Legal and Policy/regulation Review
  4. Stakeholder Consultations
  5. Develop Recommendations
  6. Produce final report

Expected Deliverables:  

  1. One inception report outlining research framework, methodology, timeline and roles and responsibilities of the research team 
  2. One draft research report that provides initial findings or analysis from the data collection and desk research for CCIM reviews and one presentation of the findings in addition to the draft of the research report for feedback 
  3. One final research report incorporating feedback and including recommendations from CCIM teams 

 Timeline:  

The consultancy is expected to last for approximately 08 to 12 weeks starting from December 01, 2025, to February 2026 (final deliverable produce).  

Bidder Eligibility

  • The candidates for this consultancy should have the following criteria:  
  • Obtained advanced degree in social sciences, journalism, media studies, political science, law, or a related field 
  • Proven experience in conducting research including in media research, policy analysis, or journalism in Cambodia. 
  • Having a strong understanding of media freedoms, legal frameworks, and press challenges in restrictive environments of the country 
  • Demonstrated experience in conducting stakeholder interviews, focus group discussions, and qualitative/quantitative data analysis 
  • Strong interpersonal skills and the ability to engage effectively with a diverse range of stakeholders. 
  • Ability to work collaboratively as part of a team, including with organizational staff, partners, and external stakeholders. 
  • Receptive to constructive feedback and committed to delivering high-quality outputs that meet the satisfactory results;
  • Proven ability to work independently, manage time effectively, and meet tight deadlines. 
  • Excellent writing, analytical, and communication skills in English and in Khmer language
