  Research and Learning Accountability Specialist

Position Summary

Location:  National Office, Phnom Penh

PURPOSE OF THE POSITION

The Research and Learning Accountability Specialist plays a critical role in supporting World Vision International in Cambodia’s (WVI-C) 2023–2027 strategy. This role leads research initiatives, facilitates learning and accountability processes, and manages assessments for new Area Program (AP) growth. The position ensures that evidence and insights from research and assessments are used to inform strategic decisions, improve programming, and support expansion efforts.

Expectations - Duties, Responsibilities
  • Lead Research and Studies:
  • Design and manage research and innovation studies, ensuring methodological rigor.
  • Collaborate with external consultants and WV research teams.
  • Document and disseminate research findings for organizational learning.Represent WVI-C in national and sub-national CP&P networks and working groups.
  • Facilitate Learning and Accountability:
  • Organize learning and reflection events across departments.
  • Ensure research and assessment findings are shared and acted upon.
  • Build capacity of staff to apply learning and integrate recommendations.
  • Lead Assessments and Program Design:
  • New Area Programme location Manage assessments for identifying new AP locations.
  • Collect and analyze primary and secondary data to inform design.
  • Coordinate with stakeholders and ensure alignment with WV Partnership guidelines.
  • Support Area Program Planning and Budgeting:
  • Guide existing APs in planning and adapting based on past performance.
  • Coordinate capacity building on planning processes.
  • Facilitate review and approval of AP plans.
Requirements - Skills, Qualifications, Experience
  • Master degree of Social Science or related field
  • At least 3 years experiences in project management (M&E), assessment and research
  • Good knowledge about research study methodology
  • Good knowledge in complex data analysis, information presentation, technique and interpreting data
  • Experience in coordinating or facilitating workshops or learning
  • Strong presentation and visualization
  • Must be highly motivated and work with minimal supervision
  • Good in English and Khmer communication in both speaking and writing
  • Required to travel to field at least 40- 50%
