Objectives of the Assignment
The Consultant will coordinate the planning and implementation of the Regional Gathering on Women Farmers’ Rights and Recognition in Asia and lead the implementation of LANDex 2.0 research activities in Cambodia, ensuring quality delivery, stakeholder engagement, and timely reporting.
Duration and Level of Effort
- Duration: July – December 2026
- Duty Station: Phnom Penh with travel to project locations as required.
- Level of Effort: Full-time consultancy
Reporting and Supervision
The Consultant will work under the direct supervision of the SACHAS Program Manager of NGO Forum on Cambodia and will coordinate closely with NLC Cambodia members, ILC Asia, government stakeholders, and project partners.
Budget
The consultant will receive a consultancy fee of USD 8,000 for the full duration of the assignment, inclusive of all costs and subject to a 15% withholding tax. In addition, NGOF will provide a daily subsistence allowance (DSA) and cover transportation costs for provincial fieldwork, in accordance with NGOF’s financial policy.
- Regional Event Coordination
- Coordinate overall preparation and implementation of the Regional Gathering.
- Develop event workplans, timelines, participant tracking systems, and logistical arrangements.
- Coordinate with ILC Asia, regional partners, speakers, facilitators, and participants.
- Support preparation of agendas, concept notes, invitation letters, participant packages, and event materials.
- Coordinate venue arrangements, accommodation, transportation, interpretation, and catering services.
- Manage participant registration and communication before, during, and after the event.
- Support documentation, note-taking, photography, and preparation of event proceedings.
- Coordinate media visibility and communication materials in collaboration with NGOF's communication team.
- Prepare event reports and lessons learned documentation.
- LANDex 2.0 Research Coordination
- Support implementation of the LANDex 2.0 initiative in Cambodia.
- Coordinate stakeholder engagement with NLC members, government institutions, communities, and development partners.
- Support organization of training sessions on LANDex methodology and data collection.
- Coordinate Focus Group Discussions (FGDs), consultations, and validation workshops.
- Assist in data collection, data cleaning, verification, and analysis processes.
- Support preparation of LANDex reports, policy briefs, and dissemination materials.
- Coordinate submission of validated data into the LANDex 2.0 platform.
- Support dissemination workshops.
- Ensure documentation and reporting of research findings and recommendations.
- Administrative and Coordination Support
- Support activity planning, budgeting, fund requests, and budget settlement.
- Coordinate communication among partners, consultants, and stakeholders.
- Maintain proper records of activities and project documentation.
- Provide regular progress updates to the Program Manager.
- Deliverables
- Detailed inception workplan and implementation schedule.
- Successful coordination and delivery of the Regional Gathering on Women Farmers’ Rights and Recognition in Asia.
- Event documentation package, including participant list, proceedings, photographs, and event report.
- Coordination of LANDex 2.0 training (both physical and virtual participation), FGDs, and validation workshops.
- Support completion of LANDex data collection, validation, and reporting processes.
- Draft and final policy brief based on LANDex findings.
- Monthly progress reports.

- Khmer - Fluent
- English - Fluent
- Master's Degree in development studies, Social Sciences, Gender Studies, Land Governance, Rural Development, Agriculture, Environmental Studies, or related fields.
- At least of experience in project coordination, event management, research, or advocacy-related work for 3 to 5 years
- Demonstrated experience organizing national or regional events, conferences, workshops, or learning exchanges.
- Experience coordinating multi-stakeholder processes involving government, civil society, communities, and development partners.
- Understanding of land governance, women’s land rights, Indigenous Peoples’ rights, and sustainable development issues.
- Experience in research coordination, data collection, and report writing.
- Strong written and spoken Khmer and English skills.
- Strong organizational and project management skills.
- Excellent communication and facilitation skills.
- Ability to work independently and meet tight deadlines.
