Request for Vendor/individual to Provide Comprehensive Tax Advisory and Compliance Services

Objective
The tax firm shall provide in-depth support on tax compliance, including the review of tax returns and tax computations, make recommendations based on findings if any, and provide comments on potential tax risks or issues. The firm shall also monitor and advise on tax updates issued by the General Department of Taxation (GDT) and prepare, submit, and electronically file all required tax returns with the GDT (1st submission package only).
In addition, the tax firm shall provide targeted advisory support to guide the organization through the process of seeking and obtaining tax exemptions for the OH4CAM project. This shall include a review of relevant grant, financing, and project agreements and the provision of clear, practical advice on the procedures, documentation, and engagement required with the Ministry of Economy and Finance (MEF) and the General Department of Taxation (GDT) to secure applicable tax exemptions.
Scope of Work
The tax firm shall provide comprehensive tax advisory and compliance services to support the operations of an international non-governmental organization (INGO) in Cambodia, including but not limited to the following:
- Tax Applicability for INGOs
- Value Added Tax (VAT) and VAT Refunds
- Withholding Tax (WHT) and Exemptions
- Tax on Employment Income
- Project-Specific Tax Exemption Advisory Services (OH4CAM)

Eligibility
- Legal Status and Registration
- The firm must be legally registered and licensed to provide tax advisory and compliance services in Cambodia and be in good standing with the General Department of Taxation (GDT) and other relevant authorities.
- Relevant Professional Experience
- The firm must have a minimum of eight (8) years of demonstrated experience providing tax advisory and compliance services in Cambodia, including experience working with international non-governmental organizations (INGOs), development partners, or donor-funded projects.
- Expertise in Cambodian Tax Regulations
- Proven technical expertise in Cambodian tax laws and regulations, including but not limited to:
- Value Added Tax (VAT) and VAT refunds
- Withholding tax (WHT) and exemptions
- Tax on salary (ToS) and tax on fringe benefits (ToFB), including treatment of international staff
- Experience with Tax Exemptions and INGO Arrangements
- Demonstrated experience advising on tax exemptions, special tax treatments, and compliance requirements applicable to INGOs and organizations operating under grant-funded or donor-supported arrangements.
- Qualified Personnel
- The firm shall assign qualified staff with relevant professional credentials (e.g. certified tax advisor, CPA, ACCA, or equivalent), with clearly defined roles and responsibilities for the assignment.
- Language and Communication
- Ability to communicate effectively in English (written and spoken) and Khmer. Khmer language capacity is required for engagement with tax authorities.
- Confidentiality and Ethics
- Commitment to confidentiality, data protection, and professional ethics, with internal controls in place to safeguard sensitive financial and personnel information.
- Availability and Responsiveness
- Demonstrated capacity to provide timely advisory support, respond to tax authority inquiries, and meet statutory filing deadlines throughout the contract period.
- Independence and Conflict of Interest
- The firm must declare any actual or potential conflicts of interest and confirm its independence from the organization’s management and decision-making processes.
