Objectives of the Tender
The objectives of this Request for Tender are to:
- Provide affordable, high-quality, and hygienic food and beverage services to the University community.
- Create a welcoming social and study-oriented space aligned with a STEM-focused academic environment.
- Encourage responsible business practices, including sustainability and ethical sourcing where possible.
- Establish a long-term partnership with a professional and reliable operator
Scope of Services
The successful bidder will be expected to:
- Design, operate, and manage a coffee shop and/or canteen within designated campus premises.
- Offer a menu appropriate for students, staff, and visitors, including:
- Coffee and non-alcoholic beverages, Light meals, snacks, and/or full meals (depending on proposal).
- Maintain consistent operating hours aligned with the academic calendar
- Ensure food safety, hygiene, and compliance with all relevant Cambodian laws and regulations
- Employ trained professional staff,
- Manage daily operations, inventory, waste, and customer service
Sustainability Considerations (Advantageous but Not Mandatory)
CamTech University encourages, but does not require, proposals that demonstrate:
- Use of sustainably sourced or fair-trade coffee
- Environmentally responsible practices
- Reduction of single-use plastics
- Use of sustainable or biodegradable packaging where feasible
- Proposals incorporating such practices will be considered favorably, provided pricing remains reasonable for a student population.
Operator Requirements
Interested bidders must demonstrate:
- Proven experience in operating coffee shops, canteens, or similar F&B services, preferably in educational, corporate, or institutional settings
- Sound financial capacity to establish and sustain operations
- Ability to scale services in line with a growing campus population
- Commitment to food safety, cleanliness, and service quality
- Willingness to collaborate with the University on campus events and activities when appropriate
