FHI 360 is a nonprofit organization that mobilizes research, resources and relationships so that people everywhere can access the opportunities they need to lead full, healthy lives. FHI 360 serves more than 70 countries and all U.S. states and territories.

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the United States Department of State, with a period of performance from April 15, 2019, to December 30, 2027. EpiC and its consortium members implement HIV, Global Health Security, COVID-19, and other health activities in more than 70 countries across the world. The project delivers high-quality technical assistance at the community, facility, district, regional, and national levels and builds relationships with relevant partners working to address HIV, global health security, and other health issues. Our rapid response capacity is driven by our strong in-country presence and the depth of our clinical, programmatic, and community expertise.

EpiC is led by FHI 360 with core partners Right to Care (RTC), Palladium International, and Population Services International (PSI), and draws upon regional and local partners.

Cambodia is approaching its 2025 malaria elimination target, but important gaps remain following major shifts in donor resources in early 2025. These gaps threaten the services that are required to maintain surveillance and rapid response capacity to detect, treat, and contain new cases. To support continuity of essential interventions, the United States Department of State provided transition funding to EpiC to sustain malaria elimination activities from June 30, 2025 through January 31, 2026 in Pailin, Battambang, Pursat, Kep, Kampot, and Koh Kong Provinces.

Purpose

FHI 360 is seeking applications from qualified local non-governmental organizations (NGOs) to implement an expanded package of malaria interventions aligned with Cambodia’s malaria national strategy and EpiC’s Malaria Workplan. Selected subgrantee(s) will deliver lifesaving malaria services, maintain vigilant malaria surveillance for early detection and rapid response, prevent the reestablishment of malaria transmission, and engage communities to raise awareness and reduce importation risk in target provinces of Battambang, Pailin, and Pursat.  

Eligibility

  • This RFA is open to applicants from anywhere in Cambodia. However, applicants must demonstrate capacity to reach all malaria’s objectives in their activities and networks. The applicant must:
  • Be a locally registered non-governmental organization or not-for-profit entity in Cambodia with legal capacity to receive U.S. Government funds.
  • Have at least three full-time staff members, comprising program management and finance.
  • Demonstrated experience implementing malaria or communicable disease programs in Cambodia, including community-based service delivery, surveillance, and cross-border settings.
  • Proven ability to coordinate with CNM, PHDs, ODs, health facilities, VMWs/MMWs, and local authorities, and to comply with national guidelines.
  • Robust financial management systems capable of managing USG-funded subawards, including segregation of duties, procurement, and inventory controls.
  • Commitment to data quality, routine reporting into national MIS, and adherence to EpiC reporting requirements.
  • Capacity to deploy teams to remote/receptive areas and border zones, observing safety and security protocols.
  • The organization must have a UEI number and register on www.sam.gov
  • The following are not eligible to receive grant support:  
  • Individuals; political parties;  
  • Military or other armed groups;  
  • Government or semi-governmental institutions or media organizations (semi-governmental institutions and organizations being those that are 50% or more government financed or owned);  
  • International organizations; and  
  • Faith-based organizations that exclude beneficiaries from other faiths. 
  • Grant applications will first be checked for eligibility. Applications that are not eligible will not be considered by the Grant Evaluation Committee.

Timetable and Process for Submission

FHI 360 will accept questions from interested organization through the time and date noted on page 1. Questions will only be accepted in writing at the contact information noted on Page 1 with subject Questions for RFA. FHI 360 will respond to all applicant questions in writing by the due date noted on Page 1 by emailing all members of a consortium.

  • Applications must be received no later than the time and date noted on page 1. FHI 360 will confirm receipt of the proposal within two business days. A Selection Committee of FHI 360 employees will evaluate the proposals. It is anticipated that the successful applicant will be contacted.
  • Language: Applications should be submitted in English. 
  • Formatting: Please use Times New Roman 12 font type, with single space and one-inch margins on all sides. (budget should be prepared in excel sheet using formula for calculation). 
  • Submissions—Please submit the application by email provided in the contact details.

FHI 360’s Reserved Rights.

FHI 360 reserves the right to:

  • Disqualify any application based on the organization’s failure to follow solicitation instructions.
  • Waive any deviations by applicant from the requirements of this solicitation that in FHI 360's opinion are considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition.
  • Extend the time for submission of all RFA responses after notification to all applicants.
  • Terminate or modify the RFA process at any time and re-issue the RFA to whomever FHI 360 deems appropriate.
  • Reject any or all responses received.
  • Issue an award based on the initial evaluation of applications without discussion.
  • Award only part of the activities in the solicitation or issue multiple awards based on solicitation activities.
  • FHI 360 will not compensate applicants for preparation of their response to this RFA.
  • Issuing this RFA is not a guarantee that FHI 360 will award a subgrant.
