DGRV – the German Cooperative and Raiffeisen Confederation is the national apex organization and top- level auditing confederation of the cooperative sector in Germany. Since more than 40 years, DGRV is engaged in international development cooperation. In more than 30 partner countries, DGRV provides consultancy and helps to develop cooperative systems and structures aiming at a sustainable development of the cooperative sector.

In Cambodia, we are working in the framework of the regional project “Economic Inclusion through Sustainable Cooperative Systems in Asia" (2024 - 2026) which is funded by the German Ministry for Economic Cooperation and Development (BMZ). Our vision is to support the development of a sustainable and inclusive cooperative sector in the country, which unlocks economic opportunities and ultimately improves the livelihoods of cooperative members across the country. We follow a holistic approach, working on the micro-, meso-, and macro- level: supporting sustainable and business-oriented cooperative enterprises, their support structures as well as conducive framework conditions.

In addition to supporting agricultural cooperatives (ACs) through local partners at the micro-level, the development of cooperative unions and alliance structures is becoming increasingly important. In 2021 DGRV started to actively support the newly established Cambodian Agricultural Cooperative Alliance (CACA), the national apex body responsible for representing the interests of all ACs throughout the country. Our work with CACA will focus on developing their member services. Besides implementing cooperative audit as a tool for organizational development, CACA and DGRV will work together to develop a training platform for its cooperative members. On the macro-level, DGRV supports state institutions with the creation and further development of necessary legal and regulatory framework conditions.

Summary

PURPOSE

The overall aim of the local expert's assignment is to assist CACA and DGRV to continuously train and coach the participants of the working group and CACA’s audit team to successfully conduct the official audits in 2026 and beyond.

The contractor will lead a series of the trainings with participants from the CACA, DACP, NGO staff and Interns including the preparation of these workshops and the "teaching-on-the-job" during some (pilot) audits of ACs/MACs/ACUs in the provinces. The contractor will also help the group to prepare the audits procedures for 2026 beforehand.

Besides the training component, the experts are also asked to function as SMEs in the development of the contents on Audit for ACs, MACs, ACUs with the goal to better prepare and position ACs, MACs, ACUs for their internal control management and audits.

Supporting the 2026 Audits

In 2026 the audit working group, CACA audit team will conduct full audits for 25 Acs/MACs/ACUs. This means, they will conduct the audit in the field and write the audited financial report, which can then be disseminated at the AGM.

In this regard, the contractor is asked to follow up and support the audit teams made up of participants from the audit working group.

The main purpose of these following up and support are to train the members of the audit team on the job and make sure the results presented in the reports match reality and appropriate concerns and/or suggestions for the improvement of ACs, MACs, ACUs. These first reports and the way the results are communicated to ACs, MACs, ACUs will be crucial in the future acceptance and collaboration of ACs, MACs, ACUs during the audit. It’s important, that the members of the working group, audit team understand themselves as coaches and enablers for ACs, MACs, ACUs to develop into strong entrepreneurial units.

Eligibility

  • Qualification of the Company
  • A registered company with valid company registration certificate
  • Company located (or with authorized office) in Phnom Penh, Cambodia
  • Minimum 10 years of experience in providing consulting services to international NGOs, development partners and local businesses in the field of audit, financing or accounting.
  • Legal background / knowledge a plus.
  • Proven practical knowledge and experience in state-of-the-art knowledge management and training provision
  • Qualification of the Individual
  • Minimum Bachelor Degree in Auditing, Finance, Accounting and/or similar disciplines
  • 10 years of combined work experience in the fields of auditing, accounting, finance and business development / - management.
  • Required Certified Public Accountant / ACCA and / or member of accountant association preferred
  • Comprehensive knowledge of and experience with AC management, curricula development, training of trainers (ToT) as well as proven experience in managing private sector companies (preferably agribusinesses).
  • Legal background / knowledge a plus.
  • Proven practical knowledge and experience in state-of-the-art knowledge management and training provision
  • Ideally lecturer of relevant subjects e.g. auditing, finance, accounting
  • Experience in development cooperation.
  • Experience in working with international experts.
  • Proven facilitation and moderation skills, especially in multistakeholder dialogue facilitation.
  • Excellent spoken and written English, mother tongue Khmer.
