The Kingdom of Cambodia has received a grant from the Asian Development Bank (ADB) toward the cost of the Community Based Tourism COVID-19 Recovery Project and it intends to apply part of the proceeds of this grant to payments under the contract for CSAF-G06a: Supply, Delivery, and Installation of Drip Irrigation Systems, Protective Agricultural Materials, and Oxygen Systems for Pilot Farmers in Takeo Province (3 lots).

Summary

The supplier is required to supply, deliver, and install the goods, Drip Irrigation Systems, Protective Agricultural Materials, and Oxygen Systems for Pilot Farmers in Takeo Province (3 Lots), within 60 calendar days from the date of contract

Eligibility

  • To be considered eligible and qualified, a bidder must:
  • Meet the eligibility criteria of ADB
  • Have completed at least two contracts for supply of similar goods in the preceding 3 years of a value not less than 50% of the bid price in each contract.
  • Have completed contracts with a total cumulative value equal to at least two times the value of the bid price in the preceding 2 years.
  • Not be under any notice of suspension or disbarment issued by the Government or ADB.

Submission Requirements

Interested qualified eligible suppliers are invited to obtain a copy of the bidding documents free-of-charge from the address by submitting a written request. Except for the submission of a written application, there shall be no other conditions for obtaining the bidding documents.

Quotations must be delivered to the address at or before 3:00 p.m., 15 May 2026, Late bids will be rejected. Bids will be opened in public immediately thereafter at the address given below in the presence of the Bidders' representatives who choose to attend.

The Purchaser shall award the Contract to the Bidder whose offer has been determined to be the lowest evaluated quotation and is substantially responsive to the Bidding Documents, provided further that the Bidder is determined to be qualified to perform the Contract satisfactorily.

All quotations must be accompanied by a quotation and performance securing declaration as described in the bidding documents. Any quotation not accompanied by the specified declaration will be rejected as non-compliant.

The address where the Bidding Documents may be inspected and obtained is at the Civil Society Alliance Forum (CSAF) of the Office of the Council of Ministers address or email provided in the contact details.

In case of any difficulty in obtaining the bidding documents, interested parties may contact in writing to the email provided in the Attachement.

The quotation must be submitted on or before 3:00 PM, 15 May 2026 at the address provided in the contact details.

The Government and/or the ADB will declare a firm ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by the Government of Cambodia and/or the ADB respectively, if it at any time determines that the firm has engaged in fraud and corruption during the procurement and execution of this contract as described in ITB Clause 4.
