Introduction

CARE is an international development organization fighting global poverty with a special focus on working with women and girls to bring sustainable changes their communities. CARE aims to tackle the underlying causes of poverty and social injustice and to bring lasting change to the lives of poor and vulnerable people. Founded in 1945, today CARE works in over 100 countries around the globe and supporting approximately 1,500 poverty-fighting development and humanitarian aid projects to reach more than 92 million people directly and 433 million people indirectly. CARE works with partners to achieve lasting results for marginalised communities.

CARE has been working with Cambodians since 1973, with an office in Phnom Penh since 1991. Today, CARE focuses on empowering particularly marginalised and vulnerable women in Cambodia, including urban women who are marginalised by occupation, rural women who are denied multiple rights, and women and girls form ethnic minorities. Each year CARE Cambodia implements around 10 projects, reaching approximately 250,000 direct participants and about 500,000 people are reached indirectly.

Background:

To enhance the functionality, efficiency, and utilization of office facilities, CARE Cambodia intends to undertake a series of minor renovation and re-decoration works at the Country Office. The proposed improvements aim to optimize meeting and working spaces, support team relocation, repair damaged facilities, and improve the overall appearance, privacy, and usability of selected rooms.

Summary

Objective:

The objective of this assignment is to engage a qualified and experienced contractor to carry out office renovation, repair, and re-decoration works in accordance with CARE Cambodia’s requirements while ensuring quality workmanship, safety compliance, and minimal disruption to daily office operations.

Scope of Work:

The selected contractor shall conduct a site assessment and undertake the following work:

  • Reconfiguration of CD Room and Champy Meeting Room
  • Repair of Romdul Meeting Room Glass Door
  • Conversion of Current Finance Room into Interim-CPR Room
  • Installation of Privacy Film for IT Room and Relaxation Room
  • Removal of Host Desk from Shared Workspace
  • Conversion of Kid Room into Relaxation Room
  • Installation of Operable Glass Window Adjacent to the View Area

Deliverables:

The contractor shall provide:

  1. Site assessment and proposed work plan.
  2. Detailed quotation with specifications of materials to be used.
  3. Complete renovation, repair, and re-decoration work as outlined in the scope.
  4. All required labor, materials, tools, equipment, and transportation.
  5. Proper cleaning of all work areas and disposal of construction waste upon completion.
  6. Final handover of completed works, including rectification of any defects identified during inspection.
  7. Warranty coverage for workmanship and installed materials.

Timeline:

The contractor shall propose a detailed implementation schedule indicating the duration of each activity.

Expected implementation period: 03 August 2026 – 17 August 2026

All works must be completed within the agreed contract period and in accordance with CARE Cambodia's operational requirements.

Eligibility

  • Interested contractors should meet the following minimum requirements:
  • Proven experience in office renovation, interior decoration, and maintenance work.
  • Availability of qualified personnel and adequate supervision throughout the assignment.
  • Compliance with occupational health and safety standards.
  • Ability to complete the assignment within the required timeframe.
  • Ability to work with minimal interruption to CARE Cambodia's daily operations.
  • Valid business registration and relevant licenses (if applicable).

Submission Requirements

Interested construction companies are requested to submit their proposals to email provided in the contact details by 5:00 PM on 28 July 2026.

  • A site visit to the CARE office can be arranged for 24 and 27 July 2026: 10:00 AM – 4:00 PM. Interested bidders are encouraged to contact the following focal persons to schedule their visit:

Bidders shall submit:

  • Technical Proposal
  • Company Profile.
  • Copy of Business Registration Certificate.
  • Completed RFQ page 4 and 5/BoQ Form with proposed pricing (either Khmer or English).
  • Proposed implementation schedule.
  • Relevant company experience or references (if available).

Selection Process:

The selection process will include a review of all submitted applications, interviews with shortlisted agencies, and reference checks. The agency that best demonstrates its ability to meet the primary objective of this consultancy (within the proposed timeframe) with most relevant qualification and experience will be selected.
