1. Background

1.1 CAPRED

CAPRED is an Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience, and is informed by extensive consultations with key stakeholders in the Royal Government of Cambodia (RGC) and the private sector. Building on a 70-year legacy of Australia’s investment in Cambodia’s economic and human development, CAPRED interventions fall under the three technical components including: Agriculture and Agro-processing, Trade Investment and Enterprise Development, and Infrastructure Development, and cross-cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives and Policy support. GEDSI is at the heart of all that CAPRED does.

The CAPRED program is funded by the Australian Department of Foreign Affairs and Trade (DFAT) and implemented by Cowater International.

1.2 ERW risk management approach

CAPRED has been active to leverage private investment in basic infrastructure such as clean water and electricity supply in the rural areas of Cambodia. The construction of infrastructure requires excavation to install the pipe network and electricity poles. Given that Cambodia experienced war over many decades, there will be a residual risk of explosive remnants of war (ERW).

CAPRED has adopted the Australian funded Investing in Infrastructure (3i) program’s ERW risk management approach which already proved to be effective in managing the ERW risks for 100 clean water and electricity projects between 2015 and 2022.

2. Purpose

CAPRED is seeking a competent entity (company or organisation) to provide technical support and detailed risk assessment in managing the ERW risk.

3. Requirements

3.1 Key Tasks and Activities

Task A: Provide on-going technical support for preliminary risk assessment.

The entity will support CAPRED in ERW risk management as the following:

  • Provide access to a reliable, up to date Information Management System of Mine Action (IMSMA)
  • Upload the infrastructure network into the online database for preliminary risk assessment.

Task B: Conduct detailed risk assessment.

Upon the preliminary risk assessment, it is found that the pipe network is adjacent to BS/CMAA/08549-B1-1. Thus, the entity will conduct the detailed risk assessment as the following: ( Please find in attach file below)

3.2 Key Deliverables

Eligibility

  • Education and trainings:
  • Certified qualification in survey, information management and clearance operations in Cambodia.
  • Accreditation:
  • An accredited mine action entity by the Cambodian Mine Action Authority (CMAA).
  • Technical competencies and Experience:
  • Essential
  • Demonstrate an ability to provide access to a reliable online database of ERW (up to date IMSMA).
  • Experience of conducting non-technical and technical surveys.
  • Experience of clearance in Cambodia.
  • Experience of delivering EORE to local communities.
  • In-depth understanding about the Cambodian mine context and local geography.
  • Logistical reach and capacity to support risk assessment and mitigation across Cambodia
  • Desirable
  • Good understanding of the exposure of women to the risks of ERW and how to manage it.
  • Being familiar with CAPRED’s ERW risk management approach
  • Other Competencies:
  • Demonstrate integrity and high ethical standards.
  • Display cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Treat all people fairly without favoritism.
  • Fulfil obligations to GEDSI sensitivity and zero tolerance for sexual harassment.

Submission Requirements

The proposals including the Response Form must be submitted no later than 5 pm (Phnom Penh time), 21 September 2023 by email provided in the contact details with “technical support for ERW risk management– RFP” in the subject line. Any proposals submitted after this time and date will not be considered.

The applicant is required to submit the Response Form in English language (form provided separately), and with an indication of a daily rate for each task/service as per section C of the Response Form. The rate should include any and all costs to carry out the work in the specified location. In addition to the proposal fee, the applicant should also detail any other relevant assumptions or required terms.
