1. Background

CAPRED is Australia’s flagship bilateral economic program in Cambodia. Funded by the Department of Foreign Affairs and Trade (DFAT) and implemented by Cowater International, CAPRED focuses on supporting inclusive economic recovery and boosting resilience and sustainability over the next five years from 2022 to 2027. CAPRED adopts a mix of a programmatic and facility model. The facility model allows CAPRED to flexibly tackle a range of emerging interrelated public and private sector constraints and opportunities to promote resilient, inclusive, and sustainable growth (RISE) across different sectors. CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilience, and Policy Support.

CAPRED supported MISTI in developing an online licensing portal aimed at improving the effectiveness and efficiency of business licensing processes in the manufacturing and handicraft sectors (stage 1). This digital platform is designed to facilitate the establishment and operation of SMEs and handicraft, and establishment of Industry. While the portal has been launched, further streamlining and refinement are required to enhance its functionality, efficiency, and user-friendliness. In parallel, MISTI has requested CAPRED’s assistance to expand the digitisation of an additional 386 public services under its mandate (stage 2).

2. Purpose

CAPRED seeks to engage a qualified consulting firm or a consortium to conduct two major deliverables:

  • A comprehensive feedback survey and workflow optimisation analysis with the objective of enhancing the effectiveness, efficiency, and user experience of MISTI’s public services for existing digitised services (stage 1) which is already launched. The focus will be on services related to business licensing in the manufacturing and handicraft sectors, as well as product registration, testing, and related technical services.
  • Identifying pain points and inefficiencies within the 386 identified service delivery processes, gathering feedback from end-users and stakeholders, and proposing actionable recommendations for streamlining workflows for stage 2. The assignment will also involve the development and refinement of a user-friendly, integrated online license registration system tailored to the needs of SMEs and other key service users.

Bidder Eligibility

  • 4. Qualifications
  • These tasks require multidisciplinary skill sets, expertise, and experience. The consulting firm or consortium shall have personnel within the team with the following qualifications and experience.
  • Education:
  • At least a bachelor ’s degree in data science (data insight), economics, business administration, ICT, or any related field from well-known higher institutions.
  • Technical competencies and Experience:
  • A minimum of 6 years’ experience in providing consulting services with government in assessing their policies, framework and legal document related to legal and institutional reform and digital transformation.
  • A track record of providing services to the Royal Government of Cambodia’s digital transformation framework and ecosystem and reform
  • Demonstrate strong knowledge and high-level understanding of MISTI services both digital and physical processes.
  • Demonstrate working experiences with government such as MISTI, MEF, CDC or other government ministries.
  • Ability to complete the tasks and deliverables mentioned above.
  • Willingness to work in a flexible environment and responsive to request during the assignment.
  • Proficiency in English and Khmer languages.
  • Excellent communication, writing, and analytical skills.
  • Other Competencies:
  • Demonstrated integrity and high ethical standards.
  • Display cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Treat all people fairly and equally.
  • Fulfil obligations to GEDSI sensitivity and zero tolerance for sexual harassment.

5. Evaluation

CAPRED will use an objective and reliable process to evaluate each proposal. The proposals and responses will be evaluated based on (in no order of importance):

  1. Compliance with this Request for Proposal (RFP).
  2. Understanding of and ability to meet the requirements and deadlines as specified.
  3. Supplier expertise and experience with delivery of similar projects.
  4. Expertise of individuals and overall team nominated to deliver the services. CAPRED reserves the right to reject any individual being proposed and to ask the supplier to provide an alternative.
  5. Past performance relevant to this RFP (as determined by referee checks).
  6. Relevant examples of previous work.
  7. Proposed fee charged for the services.

Note: Whilst price is a factor, it is more important that the applicant can demonstrate value for money. CAPRED reserves the right to contract more than one supplier to ensure the supply of technical services. CAPRED reserves the right to vary the contract terms, and to exercise any option period at its sole discretion.

Due diligence checks will be conducted on the organisation/s and individuals nominated in the RFP prior to awarding contract/s.

6. How to Apply

The proposals including Technical and Financial Response Form must be submitted no later than 5 pm (Phnom Penh time), 11 June 2025 by email provided in the contact detailswith “RFP25-050-Workflow Optimisation” in the subject line. Any proposals submitted after this time and date will not be considered.

An online industry briefing for this RFP will be held from 9:00 a.m. to 11:00 a.m. on 3 June 2025. Interested participants must register by email at least one day in advance. A link will be provided for those wishing to attend.
