Request for Proposals Provision of Audit Services

Responsibilities
- To conduct the annual financial report for the fiscal year 2025 (01 Jan 2025 to 31 Dec 2025) for submission to donors (Modified Cash Basic Report) and Accounting and Auditing Regulator (ACAR) in Cambodia (Cash Basic Report) with including the Khmer version reporting.
- To ensure their quality assurance to review CamboJA for ACAR’s compliance and it is in accordance with organization’s accounting record and donors’ rule and requirement that has mentioned in agreement and CamboJA’s policies are complied.
- Responsible for adhering to the audit instructions provided by Norwegian People's Aid (NPA). Additionally, the auditor is required to communicate with the auditor of NPA specified in this TOR. The audit instruction and TOR will be sent by e-mail.
Deliverables and Timeframe
- Description: Timeframe
- Interim field work: 3rd week of October-2025
- Final field work: 3rd week of January 2026
- Delivery of the draft donor reports (Modify cash Basic), including the annex of the fund balance for each donor): 31-January-2026
- Final donor reports (Modify cash Basic), including the annex of the fund balance for each donor): 04-February-2026
- Delivery of the draft ACAR report in both Khmer and English versions: 2nd week of April 2026
- Completion of ACAR’s report in Khmer and English: 4th week of April 2026
Bidder Eligibility
- Bidding firms will be required to meet the following criteria:
- Be registered with the Kampuchea Institute of Certificated Public Accountants and Auditors (KICPAA)
- Be registered with ACAR.
- Proven experience in providing audit services with a sound knowledge of donor-financed projects.
- Qualified staff with relevant experience and skills in auditing
- Have a system of quality control in the provision of audit and assurance services.
- Should demonstrate that it has the capacity and experience required to undertake the audit within the required timeline.
- Additionally, they should demonstrate experience in auditing International or National Non-Government organizations.
