The Liechtenstein Development Service (LED) is mandated by the government of Liechtenstein to implement its bilateral development cooperation. In Cambodia, LED has opened a country office and is focusing its support on skills development for a sustainable economy. One of the priority areas for skills development is the clean energy sector. It is under this category that LED has decided to provide funding for the CapCEE project.

Geres is an international development NGO established in 1976 and active in Cambodia since 1994. The organisation is dedicated to improving living conditions and addressing climate change through innovative energy solutions. Geres operates in over 10 countries, implementing projects focused on energy transition, energy demand management, renewable energy deployment, and capacity building.

In Cambodia, Geres has partnered with the Institute of Technology of Cambodia (ITC), a leading technical university recognised for its expertise in engineering and technology.

The Capacity for Cambodia Energy Efficiency (CapCEE) project is a collaborative effort jointly managed by Geres, ITC, and the Ministry of Mines and Energy (MME). Geres leads the overall coordination, ensuring that the project objectives are met and that key stakeholders are engaged. ITC handles the technical implementation, which includes the development and delivery of specialised training programs. MME provides regulatory support, facilitates collaboration with government entities, and ensures the alignment of the project with Cambodia’s national energy policies. The local management structure is composed of representatives from Geres, technical experts from ITC, and officials from MME, all working together to achieve the project’s objectives.

Summary

Project Title: Capacity for Cambodia Energy Efficiency (CapCEE)

Project Duration: 01.01.2025 – 31.12.2026 (Phase 1)

Purpose of the Evaluation

This formative evaluation is forward-looking. The project has been implemented for over a year. The evaluation will assess the project design, the intervention logic and the current progress. The aim is to outline the first lessons on what works and what are likely barriers to achieving outcomes and impact in the future.

The purpose of this formative evaluation is to get an outside view regarding the potential demand for energy managers and energy auditors and how CEMAT is positioned to answer this demand in terms of quality and quantity. This calls for a deeper understanding of the energy efficiency ecosystem and its various actors. This assessment will take into account the (preliminary) findings and create synergies with the ACE consultant team of the ACE review process of the CEMAT curriculum that is planned to start during the first months of 2026 and finish by the end of the year. CapCEE works in a highly dynamic sector with several development partners being active. Therefore, the evaluation should provide an overview of relevant plans and activities of MME, development partners and key implementing organisations in order to identify the need to adapt or to hint at potential synergies.

The evaluation will inform the remaining implementation period as well as the planning process for a potential next phase of this project.

The evaluation process and report will also be used to inform key stakeholders about the project and its potential extension.

Eligibility

  • Interested consultants or firms should demonstrate:
  • Proven experience in evaluating development projects
  • Expertise in the energy efficiency sector
  • Strong analytical and report-writing skills
  • Good knowledge of the Cambodian energy sector is an asset
  • Familiarity with the ASEAN/SEA energy efficiency sector is an asset

Submission Requirements

Contracting Process

The proposals will be assessed jointly by ITC, Geres and LED. The decision will be taken based on the following criteria:

  • Quality and relevance of the methodology and proposal
  • Relevant qualification and experience of the evaluator(s)
  • Budget

After the decision on the evaluator(s), the ToRs will be finalised, taking into account this Request for Proposals and the proposal submitted by the selected evaluator(s).

Submission Requirements

Applications should be written in English and comprise both a technical and financial offer in separate files, in a generally accepted electronic format.

  • The technical offer must include a tentative schedule, a description of how the service provider(s) will undertake the assignment and CV(s).
  • The financial proposal must be in USD and include all taxes.

Please note that if foreign currencies were used for these expenses, the OANDA rate of the date of the expense report will be applied to all expenses to obtain the equivalent in USD.

Interested parties should submit:

  • A cover letter expressing interest
  • Company/consultant profile and CVs of key personnel
  • Examples of previous relevant evaluations
  • Proposal including an outline of the methodology and timeline as well as a budget (including a breakdown of consultancy days and the unit costs)

Geres reserves the right to extend the deadline for application in case the one received does not meet technical/financial criteria.
