THE PROJECT BACKGROUND

Following the launch of the Mekong – Republic of Korea (ROK) partnership in 2011, the Mekong – ROK Cooperation Fund (MKCF) was established in 2013 to support the implementation of cooperation activities initiated by the Mekong countries and the ROK under the Mekong – ROK cooperation framework. The Fund provides grants for projects that are regional in nature (the Mekong region - Cambodia, Laos, Myanmar, Vietnam, and Thailand). Such a project is aligned with the priorities of the country to address national issues that facilitate the regional integration process. The Institute of Technology of Cambodia (ITC) is awarded a development project for the 7th round of the Mekong-Korea Cooperation Fund (MKCF). The project has received approval from the Mekong Institute entitled "Integrated Watershed Management of the Mekong Basin Tributary for Adaptation to Climate Change in Cambodia." This project will be implemented in the Stung Prek Tnaot Basin, a large river basin that frequently experiences disasters such as floods. To achieve these, actions will be taken to – following the long-term objectives of the project are detailed as follows:

  • Improve flood resilience and reduce damage and loss for social and economic development in the river basin.
  • Strengthen the watershed management under climate and land-use change pressure by integrating nature-based solutions (NBS).
  • Enhance policy direction in sustainable watershed management from the national to the sub-national level.

OBJECTIVES AND SCOPE OF WORK

The contractor will be recruited through an open Quality & Cost Based Selection (QCBS) and contracted under WP3: Pilot nature-based solution for flood resilience and soil erosion improvement.

The objective of this Terms of Reference is to guide a bidding exercise to identify a suitable contractor to execute the Works described below within the agreed quality, budget, and timeline. The general aim of the Project is to:

  • Construct NBS techniques to prevent further bank erosion and stabilize existing vulnerable sections at two sites (Anlong Thorm village and one to be selected, located in Taing Krouch commune, Samrorng Tong district, Kampong Speu province).

This project covers construction as described in the TOR, Scope of Works, Technical Specification, and design drawing which are already finalized by ITC-MKCF experts.

To achieve the objective, the Contractor shall be responsible for the following tasks:

  • Conduct site assessment and measurement of the two sites mentioned in Table 1
  • Adjust the design plan according to the site assessment and measurement with approval from the ITC-MKCF team, incorporating appropriate NBS techniques, considering site-specific conditions and community input. This may include:
  • Vegetative techniques: Planting native riparian species, live staking, brush layering, and fascines.
  • Structural techniques: Bioengineering techniques such as live crib walls, vegetated gabions, and root wads.
  • Combined techniques: Integrating vegetative and structural techniques for enhanced stability and ecological function.
  • Source and procure all necessary materials, including plant species, soil amendments, and structural components, ensuring sustainability and local availability.
  • Carry out the construction and implementation of the NBS design, adhering to best practices and ensuring quality control.

Submission Requirements

ELIGIBILITY AND QUALIFICATIONS

The Potential Bidder shall provide all the information and documentation requested in this section, along with its Proposal. Failure to submit the information will disqualify the Potential Bidder.

Documents to be submitted in the Technical Proposal

  1. The Potential Bidder must be a registered construction company in Cambodia.
  2. Technical Proposals shall include copies of original documents defining the constitution or legal status of the company, place of registration, and principal place of business
  3. The Potential Bidder must have a wide range of experience and technical expertise in related field construction (at least 5 years).
  4. Work experience in constructing river bank stability structures and/or installing NBS techniques will be prioritized.
