Announcement Description

Cambodia Australia Partnership for Resilient Economic Development (CAP RED) is Australia’s flagship development program in Cambodia and is informed by extensive consultations with key stakeholders in the Royal Government of Cambodia and the private sector. Building on a 70-year legacy of Australia’s investment in Cambodia’s economic and human development, CAP RED focuses on three pillars: Agriculture and Agro-processing, Trade Investment and Enterprise Development, and Infrastructure Services. Gender Equality, Disability and Social Inclusion (GEDSI) will be integrated into all our activities.

The CAP RED program is funded by the Australian Department of Foreign Affairs and Trade (DFAT) and implemented by Cowater International.

Purpose

CAP RED is seeking for a qualified firm or consultantto help CAP RED to translate the program documents from English to Khmer and vice versa. This is a one-year contract with possible extension.

Key Tasks and Activities

The qualified service provider or consultant is expected to support CAP RED to translate a range of documents including:

  • Technical reports
  • Policy recommendations/briefs
  • Marketing publications
  • Website content
  • Impact stories and field visit articles
  • Video scripts
  • Internal guidelines and manuals
  • Other documents as needed

The selected provider will consult with relevant technical teams (domains/ GEDSI) to identify the most appropriate terms to use in different contexts (for both Khmer and English), particularly where there may be sensitivities in language.

Evaluation

CAP RED will use an objective and reliable process to evaluate each proposal. The proposals and responses are evaluated based on (in no particular order):

  • Compliance with this Request for Proposals (RFP)
  • Understanding of and ability to meet the requirements and deadlines as specified
  • Supplier expertise and experience with delivery of similar projects
  • Expertise of individual and/or overall nominated team
  • Past performance relevant to this RFP (as determined by referee checks)
  • Relevant examples of previous work
  • Proposed fee charged for the services.

Note: While price is a factor, it is more important that the applicant can demonstrate value for money. CAP RED reserves the right to contract more than one supplier for these services and may actively seek to contract more than one supplier to ensure supply of technical services.

Eligibility

  • Qualifications or Specialised knowledge/experience required
  • Native Khmer language skills, or fluency for non-native Khmer speakers.
  • Significant experience in Khmer-English and vice versa language translation.
  • Strong interpersonal skills and proven record of delivering work on time.
  • Experience translating technical documents in development, agriculture, infrastructure, trade and investment, policy, or GEDSI will be advantageous.

Submission Requirements

Proposal including the Response Form and CV of key personnel who will carry out the work must be submitted no later than 5pm (Phnom Penh time), Monday 20 February 2023 by email to email provided in the contact details with “English – Khmer Translation Services – RFP23-004”in the subject line.

Please submit the Response Form in English language (form provided separately), with an indication of a daily rate for each task/service as per section C. The rate should include any and all costs to carry out the work in the specified location. In addition to the proposal fee, the applicant should also detail any other relevant assumptions or required terms.
