Request for Proposals: Development of Training of Trainers (ToT) program on Citywide Inclusive Sanitation

Purpose
The purpose of this assignment is to develop and deliver a comprehensive Training of Trainers (ToT) program on CWIS that equips two partner NGOs in Cambodia with the knowledge, skills, and tools to independently conduct training sessions for diverse stakeholders. The training program will emphasize decentralized wastewater treatment and sponge city concepts and be adaptable for both in-person and virtual formats, with potential for replication across the Southeast Asia region.
Objectives
The consultant or firm will:
- Develop a comprehensive ToT manual and supporting materials on CWIS tailored to local NGO needs.
- Build the capacity of two identified NGO partners (one technical, one social) to design, deliver, and evaluate CWIS trainings for government, CSOs, and other partners.
- Ensure training materials are adaptable for both in-person and virtual delivery.
- Conduct virtual ToT sessions for the Cambodian NGOs to ensure full readiness by the end of 2025.
Timeline
- The service duration will be Sixty (60) days.
- Period of assignment: November 1 - December 31, 2025.
Budget
The total budget for this consultancy is up to USD 10,000 covering all applicable taxes, fees, and expenses.
Eligibility
- The consultant/firm should meet the following criteria:
- Minimum 5–7 years of relevant experience in CWIS, decentralized sanitation, or sponge city concepts in Asia (preferably Cambodia).
- Proven experience in developing and delivering Training of Trainers (ToT) programs, including online formats.
- Strong instructional design and facilitation skills.
- Familiarity with inclusive and gender-sensitive approaches in sanitation.
- Excellent English communication skills (Khmer or regional language skills are an asset).
- Capacity to work independently and meet deadlines.
- Access to virtual training tools and platforms.

- The selected consultant/firm is expected to work independently and proactively, demonstrating professionalism, creativity, logical thinking, and the ability to generate innovative ideas and constructive suggestions without reliance on continuous guidance from BORDA. The consultant/firm must have the capacity to quickly understand the assignment’s objectives and scope, take initiative in planning and execution, and deliver high-quality outputs.
