Announcement Description

To strengthen health system readiness, NMCHC Hospital will implement a centralized two-way Pneumatic Tube Specimen Delivery System (PTS). The system will automate the transport of clinical samples from high-priority wards to the laboratory, improve biosafety through standardized packaging, and streamline the diagnostic workflow.

At present, specimens are transported manually, which can lead to inconsistent turnaround times (TAT) and a higher risk of pre-analytical errors.

A study visit to Khmer Soviet Friendship Hospital (KSFH) showed that a Pneumatic Tube Specimen Delivery System (PTS) can improve laboratory turnaround time, reduce manual workload, strengthen workflow efficiency, and support faster clinical decision-making.

Objectives

Overall Objective

The primary objective is to improve service readiness through the provision of essential equipment and supplies. The system enhances laboratory referral pathways and quality improvement processes by enabling rapid, standardized, and reliable transport of clinical specimens from service delivery points to the laboratory.

1. Specific Engineering & Operational Goals

  • Logistics Optimization: Eliminate manual transit times to achieve a consistent, rapid specimen delivery schedule.
  • Workforce Efficiency: Redirect nursing and laboratory staff from logistics tasks to specialized clinical care and quality management.
  • Clinical Responsiveness: Accelerate the availability of results for critical decision-making in the ICU and Delivery wards.
  • Process Standardization: Implement a secure, bi-directional automated pathway to minimize specimen loss, hemolyze or contamination.

2. Project Duration

  • The estimated project duration is 60 working days excluding the warranty period.
  • The implementation period includes procurement processing, equipment delivery, site assessment, system installation, testing, commissioning, staff training, operational handover, and administrative close-out activities.
  • Implementation will be conducted by an authorized vendor or engineering company with experience in hospital engineering systems and laboratory infrastructure.
