Summary
Objectives
The purpose of the audit is to obtain an independent opinion on the financial statements of Ratanak International Cambodia, assess compliance with Cambodian NGO regulations, and provide recommendations to strengthen financial management and internal controls.
Scope of Work
The selected audit firm will:
- Audit financial statements prepared under Cambodian Accounting Standards for Not-for-Profit Organizations.
- Verify expenditures against supporting documentation.
- Assess internal controls, procurement, and financial reporting systems.
- Review compliance with Cambodian NGO laws, tax obligations, and labor Law.
- Provide a Management Letter with findings and recommendations.
- Deliver a Final Audit Report by 25 June 2026.

Deliverables
- Audited financial statements for FYE 2025 both in English and Khmer version. Send by email and 5 hard copies of each version.
- Audit opinion in accordance with Cambodian International Standards on Auditing (CISA).
- Management Letter with prioritized recommendations.
- Presentation of results to Ratanak International Cambodia management and Board.
Payment Terms
Payment will be made in three installments:
- 30% upon contract signing.
- 40% upon completion of fieldwork and draft report submission.
- 30% upon delivery of the final report.
Payments are contingent on satisfactory completion of deliverables.
Eligibility
- Audit firms must:
- Be licensed and registered with the Accounting and Auditing Regulator (ACAR) in Cambodia.
- Have at least 5 years of professional audit experience, including NGO and donor-funded projects.
- Demonstrate knowledge of Cambodian NGO laws, tax regulations, and donor compliance.
- Employ certified auditors (CPA/ACCA or equivalent).
- Provide references from similar NGO audits in Cambodia.
