The world continues to face the emergence and reemergence of both novel and existing pathogens, underscoring the urgent need for sustained investment in global health security (GHS). Recent outbreaks—many of them severe, zoonotic diseases originating in animals—have been closely linked to human activities and ecological disruption. To safeguard the health and well-being of communities and nations, a comprehensive and coordinated cross-sectoral approach is essential. Strengthening global health security not only protects lives in developing countries but also contributes to making America safer by mitigating pandemic threats, stronger by building resilient health systems, and more prosperous by stabilizing economies and enhancing global cooperation. A successful strategy to prevent, detect, and respond to infectious disease threats must therefore be multisectoral, science-driven, and anchored in collaboration across sectors.

Global Health Security (GHS) approaches align closely with the U.S. Government’s biodefense strategy which provides a coordinated, whole-of-government framework focused on prevention, preparedness, response, and recovery. GHS efforts also support the objectives outlined in the U.S. Global Health Security Strategy, which affirms that: “The United States, together with its international partners, will enhance the prevention, detection, preparation for, and response to infectious disease threats—whether naturally occurring, accidental, or deliberate in origin—across sectors at home and abroad to ensure our collective efforts are more efficient, effective, sustainable, and equitable.” These strategies collectively underscore the importance of integrated, multisectoral approaches to biological threat mitigation, advancing both national and global resilience.

Scope of Work

The selected creative agency will be responsible for the full-cycle production of four educational videos focused on H5N1 prevention and response. These videos will serve as key tools in the Ministry of Health’s risk communication and community engagement strategy, aiming to raise public awareness and promote safe practices in both rural and urban communities. The content must be engaging, culturally appropriate, and technically accurate, with a strong emphasis on behavior change to reduce household and community risk for H5N1 infection and spread.

The agency will work closely with EpiC, C-CDC, and NCHP to ensure alignment with national messaging and technical guidelines. The videos must be designed for multi-platform dissemination, including social media (Facebook, YouTube, Telegram), outreach sessions, and community events.
