Cambodia's Universal Salt Iodization (USI) program has experienced a significant decline in coverage since its early successes in the 2000s. Household coverage of adequately iodized salt fell from 83% in 2010 to just 49% in 2021–22. Weak quality assurance and quality control (QA/QC) systems, cross-border smuggling of non-iodized salt, and inconsistent regulatory enforcement have all contributed to this deterioration.

Effective food fortification depends on two conditions being met simultaneously: (i) the fortified product is produced to the correct standard, and (ii) it is consumed by the target population. Most prior analytical work in Cambodia has concentrated on the production end of the supply chain — producers in Kampot, Kep, and related zones.

A critical evidence gap persists at the market level in terms of which fortified salt brands are available on retail shelves and the extent to which they meet the national iodization standard. More importantly, if the iodized salt does reach populations in remote and vulnerable areas who need them most.

Summary

Objectives

The primary objective is to conduct a nationally representative survey of fortified salt (and label- claiming fortified condiments) in Cambodia to:

  • Measure compliance:
  • Determine which brands of salt are available on the market and which brands satisfy the meet the mandatory iodization specified in Cambodia Standard (CS 548:2017)
  • Determine which brands of fish sauce and soy sauce claiming iron fortification comply with CS005:2024 and CS066:2024, respectively.
  • Measure geographic reach: Document which fortified salt brands are marketed in which region thereby generating a market reach map for specific brands of iodized salt in Cambodia.
  • Identify equity gaps: Determine whether populations in remote, border, and less populous provinces have access to compliant fortified salt products—i.e., whether supply is equitable, not merely present in urban centers.
  • Generate quantitative iodine content data: Produce brand-level data on iodine content to be compared against the national standard,
  • Assess labelling and logo compliance: Document use of the fortification logo, label claims, batch numbers, and country of origin across all collected samples. This is to verify compliance with standard labeling.
  • Assess challenges in monitoring of iodized salt in Cambodia: Conduct the exercise in a way that generates information on challenges likely to be faced when developing a sustainable national market monitoring plan of fortified foods by government inspectors.

Eligibility

  • The consultant(s) or institution engaged for this assignment should demonstrate:
  • Advanced degree in food science, nutrition, public health, or a related field.
  • Demonstrated experience in food fortification monitoring, market surveys, or food quality/safety assessment.
  • Familiarity with Cambodian food regulatory systems, national standards, and relevant government agencies.
  • Proven capacity to manage multi-province field data collection and coordinate with government inspectors.
  • Experience with laboratory iodine and micronutrient testing methods (spot testing, titration, ICP-MS).
  • Strong analytical and report-writing skills; ability to communicate findings to technical and non- technical audiences.
  • Fluency in English and Khmer required

  • Hard Copy: submit proposal on company letterhead duly signed and stamped by an authorized individual and delivered to the Helen Keller Intl Office.
