Objective
CAPRED seeks to engage a qualified consulting firm or independent consultant (“the Consultant”) to independently perform Commissioning, Measurement and Verification (Cx, M&V) services for the Facility described at Annex 1, in accordance with the International Performance Measurement and Verification Protocol (IPMVP) Option C – Whole Facility Measurement, to confirm that the Facility's energy efficiency measures are installed, commissioned, and operating in line with its design energy performance.
Scope of the Assignment
The Consultant shall provide independent review and verification to confirm that the agreed energy efficiency measures at the Facility have been installed and are operationally ready to deliver the expected energy performance under normal operating conditions and shall provide an independent technical opinion on actual performance following commissioning.
The assignment follows IPMVP Option C – Whole Facility Measurement, using utility and fuel metering data together with production and process data to assess actual facility energy performance. The M&V boundary, performance indicators, and detailed methodology are set out at Annex 2 (M&V Plan).

Eligibility
- Firm / Consultant Eligibility
- Legally registered to operate in Cambodia, or able to secure the necessary registration, work permits, or local partnership arrangements before assignment start.
- Demonstrated financial and organisational capacity to deliver the assignment within the required timeframe, including availability of proposed personnel across the full monitoring period.
- Demonstrated professional independence: the Consultant shall not have been involved in the design, equipment supply, or construction of the Facility, and shall have no conflict of interest with the Facility owner or its equipment suppliers.
- Required Qualifications and Experience
- Relevant tertiary qualifications in mechanical, electrical, energy, industrial, or a related engineering discipline; an advanced degree or accreditation in energy management is an advantage.
- Certified Energy Manager (CEM), Certified Energy Auditor (CEA), or equivalent recognised professional certification, held by the lead consultant / team member.
- Minimum five years of professional experience conducting energy audits, commissioning, or M&V assignments for industrial or agro-processing facilities, with a demonstrated track record of comparable assignments.
- Demonstrated working knowledge of the International Performance Measurement and Verification Protocol (IPMVP), including Option C – Whole Facility Measurement, and of ISO 50001/ISO 50002 or equivalent standards.
- Experience with biomass-fired thermal systems and associated heat balance / thermal efficiency verification is an advantage.
- Experience in agro-processing or food processing sectors is an advantage.
- Prior experience preparing lender-facing or development-finance-facing technical reports (e.g. for DFIs, climate funds, or concessional lending facilities such as the CCFF) is strongly preferred.
- Fluent written and spoken English is required; Khmer language ability, or a Khmer-speaking team member, is an advantage for site-level data collection and stakeholder engagement.
- Team Composition
- Lead / Senior M&V Consultant: holds overall responsibility for technical quality, methodology, and final sign-off on deliverables; must meet the certification and experience criteria above.
- Supporting technical specialist(s): as relevant to the assignment scope, for example an electrical/motor specialist and a thermal systems specialist.
- A local counterpart, translator, or field enumerator: where the lead consultant does not speak Khmer and the assignment requires extended site-level engagement.
