Announcement Description

SOS Children’s Villages of Cambodia was established in 1999 under Memorandum of Understanding between SOS Kinderdorf International, a non-profit organization based in Innsbruck, Austria and the Ministry of Social Affairs, Veterans and Youth Rehabilitation.

The Organization supports the effort of SOS Children’s Villages International. The principal activities of the Organization are:

  • SOS Family Care (SFC): family-like care to children and young people from the target group. The care in an SOS family is provided by SOS parents (e.g. SOS mothers, fathers and aunts). SOS families live in family homes, either in a community-integrated setting or classic CV setting.
  • Youth Care (YC): Provide transitional care and/or support towards independent living, e.g. capacity-building for life skills, employability, financial support, advisory support, accommodation.
  • Family Strengthening (FS): Provision of activities to children and their families, which includes
  1. Supporting caregivers to be able to effectively protect and care their children, and
  2. Supporting caregivers to have sufficient resources to meet their children’s development needs, and
  3. Ensuring that families have access to essential services6 for their children.
  • Kinship Care (KC): Provide supports to the children who are parentless and raised by their kin (grandparent, aunt, uncle, or elder sibling) until they finish their education and are employed. Financial support will be transferred monthly to their kin’s bank account as the package cover for school fee, and food allowance. The field work co-worker has to follow up on the monthly expenditures for those specific children.
  • Early Childhood Care & Development (ECD): Day care, crèche, Kindergarten, Child-minding.
  • Primary & Secondary Education (EDU): Primary, secondary and/or post-secondary school education, literacy trainings for adults, capacity-building of teachers, and leadership of schools.
  • Care Training (CT): Care profession trainings; parenting skills and other care-related trainings for all employee.

Summary

Auditor Independence and Qualifications

The auditors must be completely impartial and independent from all aspects of management or financial interests in the Organization and programs being audited. The auditors should not, during the period covered by the audit, nor during undertaking the audit, be employed by, serve as director for, or have any financial or close business relationships with any senior member in the management of the Organization. The auditor shall disclose any relationship that might possibly compromise their independence.

The audit firm should be registered and have a license from an authorized national body. Furthermore, the firm should have relevant experience in accounting and auditing projects, especially donor funded operations.

Access to Information and Personnel

The auditors will have full and complete access at any time to all records and documents (including bank records, cash and bank vouchers, bills and invoices, contracts and minutes of board meetings,

copies of any internal regulation, etc.) and designated personnel to obtain all information and explanations necessary for the performance of the audit.

In addition to this, the auditors have the right to access banks and depositories, consultants, contractors and other persons or firms engaged by the program management over the period under the audit review.

The Organization will provide the necessary support during the performance of the audit, to achieve the said objectives according to the set timeframe

Location of Services

The Organization maintains its books of accounts using the Microsoft Dynamic 365 system. The records and documentation are kept at respective project locations. The audit fieldworks will take place at project locations of Phnom Penh, Siem Reap, Battambang, Ratanakiri, Kratie, Kampot and Prey Veng.

Auditor firms that conducted the financial audit for the year 2024 are not eligible to apply.

The Big four firms are preferred
