Auditor Independence and Qualifications
The auditors must be completely impartial and independent from all aspects of management or financial interests in the Organization and programs being audited. The auditors should not, during the period covered by the audit, nor during undertaking the audit, be employed by, serve as director for, or have any financial or close business relationships with any senior member in the management of the Organization. The auditor shall disclose any relationship that might possibly compromise their independence.
The audit firm should be registered and have a license from an authorized national body. Furthermore, the firm should have relevant experience in accounting and auditing projects, especially donor funded operations.
Access to Information and Personnel
The auditors will have full and complete access at any time to all records and documents (including bank records, cash and bank vouchers, bills and invoices, contracts and minutes of board meetings,
copies of any internal regulation, etc.) and designated personnel to obtain all information and explanations necessary for the performance of the audit.
In addition to this, the auditors have the right to access banks and depositories, consultants, contractors and other persons or firms engaged by the program management over the period under the audit review.
The Organization will provide the necessary support during the performance of the audit, to achieve the said objectives according to the set timeframe
Location of Services
The Organization maintains its books of accounts using the Microsoft Dynamic 365 system. The records and documentation are kept at respective project locations. The audit fieldworks will take place at project locations of Phnom Penh, Siem Reap, Battambang, Ratanakiri, Kratie, Kampot and Prey Veng.
