Announcement Description

Cambodia Australia Partnership for Resilient Economic Development (CAPRED) is Australia’s flagship bilateral economic development facility in Cambodia. Funded by the Department of Foreign Affairs and Trade (DFAT) and implemented by Cowater International, CAPRED focuses on supporting inclusive economic recovery and boosting resilience and sustainability over the next five years from 2022 to 2027. CAPRED adopts a mix of a programmatic and facility model. The facility model allows CAPRED to flexibly tackle a range of emerging inter-related public and private sector constraints and opportunities to promote resilient, inclusive, and sustainable growth (RISE) across different sectors.

The Royal Government of Cambodia (RGC) has signed a range of Free Trade Agreements (FTAs) at the bilateral and regional levels, including the ASEAN Trade in Goods Agreement (ATIGA), the Regional Comprehensive Economic Partnership (RCEP), ASEAN Australia New Zealand Free Trade Area (AANZFTA), and the Cambodia–Korea Free Trade Agreement (CKFTA). These FTAs have the potential to boost trade and investment in Cambodia, but they can be complex and difficult to navigate.

DFAT has successfully developed the user-friendly Free Trade Agreement (FTA) Portal. With support from the Government of Australia, CAPRED will provide both technical and financial support to the Ministry of Commerce (MOC) to develop an online portal that will provide key information on tariff rates, rules of origin (ROO), and import markets for goods traded between Cambodia and its trading partners. The portal will feature information based on all the bilateral, regional, and multilateral FTAs signed by the Royal Government of Cambodia (RGC).

Purpose

CAPRED seeks to engage a consulting firm to provide technical implementation services for developing an online FTA tool for the Ministry of Commerce in Cambodia. The key objective is to develop a user-friendly online Cambodia FTA Portal that will provide information on tariff rates, import market, documentation, and rules of origin (ROO) for goods traded between Cambodia and its partners. The portal will feature information based on all the bilateral, regional, and multilateral FTAs signed by Cambodia. The portal will be available in both English and Khmer.

Requirements

Key Tasks and Activities

The selected consulting firm will provide technical assistance to CAPRED and MOC to perform the following five main tasks, adhering to the noted development cycle phases and activities. After development, deployment and launching of the FTA Portal prior to the project completion, the consulting firm is obliged to hand over a full package of system management, including all the source codes, domain and server operating the Portal to Ministry of Commerce as the owner of the Portal via CAPRED.

Bidder Eligibility

  • Qualifications or Specialized knowledge/experience required.
  • This task requires multidisciplinary skillsets, expertise, and experience. The consulting firm shall have personnel as a team with the following qualifications.
  • Education: At least a bachelor’s degree in computer science, Information technology, or similar.
  • Experience:
  • Essential:
  • Web Development Expertise: Proven experience in developing, launching, and maintaining large-scale web portals or similar projects.
  • Multilingual Support: Experience in designing and implementing websites with multilingual support, preferably in English and Khmer.
  • Database Management: Extensive experience in designing, implementing, and optimizing large databases.
  • User Experience (UX) & User Interface (UI) Design: A strong portfolio demonstrating user-centric design thinking and execution.
  • Accessibility Standards: Proven expertise in building web solutions that adhere to internationally recognized accessibility standards.
  • Security: Demonstrable experience in ensuring the security of web platforms, particularly those that handle sensitive information.
  • Familiarity with beneficiary: experience working with Government entities in Cambodia, preferably with MOC.
  • Desirable:
  • Experience in supporting development projects in trade policy, trade facilitation, FTAs.
  • Experience in developing similar websites/portals is a plus.
  • Technical competencies:
  • Frontend Technologies: Proficiency in modern frontend technologies and frameworks.
  • Backend Technologies: Expertise in backend development using languages and frameworks.
  • Database Management: Mastery over relational databases like MySQL, or Microsoft SQL Server.
  • API Development: Expertise in developing and optimizing APIs.
  • Version Control: Proficiency with version control tools like Git.
  • Hosting & Deployment: Familiarity with web hosting solutions, both traditional and cloud-based (e.g., AWS, Azure, Google Cloud).
  • Web Security: Knowledge of secure coding practices, encryption methods, and other security protocols.
  • Other Competencies
  • Demonstrate integrity and high ethical standards.
  • Display cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Treat all people fairly and equally.
  • Fulfil obligations to GEDSI sensitivity and zero tolerance for sexual harassment.

Submission Requirements

The proposals including the Response Form must be submitted no later than 5 pm (Phnom Penh time), 30 November 2023 by email provided in the contact details with “FTA Portal-RFP” in the subject line. Any proposals submitted after this time and date will not be considered.

The applicant is required to submit the Response Form in English language (form provided separately), and with an indication of a daily rate for each task/service as per section C of the Response Form. The rate should include any and all costs to carry out the work in the specified location. In addition to the proposal fee, the applicant should also detail any other relevant assumptions or required terms.
