Announcement Description

Coastal wetlands, including mangroves, seagrasses and tidal marshes, are critically important for coastal biodiversity and provide natural infrastructure and essential services to communities globally including coastal protection, food security, coastal livelihoods and climate adaptation and mitigation. Despite their importance, these coastal wetlands – blue carbon habitats – are some of the most threatened on Earth. As these coastal ecosystems are degraded, their carbon stores are released in globally significant quantities. Degradation and loss of these coastal ecosystems has drastic ripple effects and scaling coastal wetland conservation and restoration to reverse these losses has never been more critical.

To begin to address these gaps and opportunities in April 2024, the Cambodia's Ministry of Environment (MOE), Ministry of Agriculture, Forestry and Fisheries (MAFF), Conservation International and the International Blue Carbon Institute held a national workshop in the coastal province of Kampot to identify gaps and explore opportunities to strengthen blue carbon conservation and restoration through science, policy, and financing pathways. At this workshop, several priorities were identified, including development of a national monitoring system, enhancing data availability, strengthening of the national policy framework for blue carbon, development of a National Blue Carbon Strategy/Roadmap, and improved planning for benefit sharing, among other priorities.

Under the CI blue climate policy that receives fund from the EROL Foundation and International Blue Carbon Institute (IBCI), CI Cambodia in the FY26 is going to conduct a study on “Conserving and Restoring Cambodia’s coastal blue habitats: Policy & Finance Analysis and Stakeholder mapping.

Objective of the consultancy

  1. Identify and analyze opportunity for stakeholders relevant to coastal blue carbon ecosystems in Cambodia, assessing their interests, influence, roles, responsibilities and opportunities to support blue carbon policy and project development and implementation. Develop recommendations for enhanced coordination and collaboration between identified stakeholders.
  2. Conduct a policy and legal analysis for Cambodia’s coastal blue carbon ecosystems through the identification of gaps in Cambodia's existing national framework and the development of recommendations for enhanced integration across relevant sectors such as climate change, biodiversity, fisheries, and coastal development.
  3. Conduct an analysis of the enabling conditions for market and non-carbon market financing approaches for blue carbon ecosystems in Cambodia, including an analysis of policy enabling conditions for high-quality blue carbon credits, an analysis of non-carbon market financing approaches, and a preliminary analysis of pathways to strengthen inclusion of blue carbon habitats in Cambodia’s jurisdictional/nested REDD+ framework.

Bidder Eligibility

  • Offeror requirements: The below listed criteria represent the minimum requirements for all offerors responding to the RFP
  • Minimum bachelor’s or master’s level education in the environmental sector, with preference for education and work experience in nature-based solutions, marine and coastal resource management, blue carbon habitats, climate change adaptation, or a related discipline.
  • Excellent knowledge of coastal blue carbon ecosystems.
  • Excellent understanding of international and Cambodian climate and coastal policies and the latest developments in relation to article 6 of the Paris Agreement.
  • Proven experience building capacities of national governments and other stakeholders around climate policy/blue carbon or international environmental policy.
  • Excellent written skills in English and Khmer.
  • Experience working in Cambodia or the Asia-Pacific region.

Proposals must be received no later than 16 July 2025 by 5:00PM ICT. Late submissions will not be accepted.
