Announcement Description

CIRD (Cambodian Institute for Research and Rural Development - the link) is an NGO having mission to fight poverty, to improve the livelihoods of rural communities through capacity building, and organizational management support, enabling rural livelihood systems to improve their position from a subsistence system to an income-generating agro-food production and agricultural social enterprises. CIRD works directly with farmer organizations and local communities to provide technical and managerial capacity building and appropriate agricultural technical know-how to ensure that farmers can improve their lives and livelihoods in self-determination. CIRD is seeking an audit firm to conduct financial audit of one CIRD’s project funded by FAO namely “Promoting Climate-resilience Livelihood in Rice-based communities in Tonle Sap Region -PCRL Project”, for the period from 15th August 2024 to 13th February 2026.

Summary

Audit planning:

  • Fieldwork: To be conducted in the 1st week of March 2026 to audit financial statements for the period of 15th August 2024 to 13th February 2026.

Budget:

  • CIRD-PCRL project Budget covering the period from 15th August 2024 to 13th February 2026 is around USD 320,000 (Three hundred and twenty thousand US dollars only).

Task and responsibility:

  • Verification of the expenditures reported by the CIRD in line with the approved LoA budget, supported by appropriate documentation, and consistent with the LoA’s terms and the conditions on eligibility of expenses.
  • Audit financial statements of CIRD-PCRL project for the period of 15th August 2024 to 13th February 2026 with a Modified cash basis report.
  • Provide Management letters containing comments and recommendations with respect to accounting and administrative controls and efficiency.
  • Deliver Timely completion of the audit and the financial statements as planned.

Deadline report:

  • Draft audit report: By the 3rd week of March 2026.
  • Final audit report: By the 4th week of March 2026.

Qualification and Experience:

  • Must have audit licence certificates.
  • Must be a member of KICPAA
