Summary

Scope of Work

The external consultant or firm is required to lead the design and lead evaluation process in collaboration with Heifer Cambodia team, MELS and Program Department in consultation with Country Director and Regional Technical MELS Lead. The consultant will be responsible for designing evaluation tools using survey CTO tools (Heifer Licensed data collection flatform) in collaboration with HPI, Cambodia MELS team, conduct a literature review, visit a randomized target area to conduct interviews project participants, community people, local authority, Project Partners, and other relevant stakeholders. The Scope of the work for the firm/consultant is summarized as below:

  • Review project documents, including proposal and monitoring documents (reports) provided by Heifer Cambodia and conduct a literature review
  • Review project data and evidence gathered through the MELS system Consult with relevant Heifer Cambodia staffs (Country Director, Program Director, Finance and Cluster Project Manager) and communicate with staffs to shape the Evaluation
  • Consult with project beneficiaries, community, project partners and other relevant stakeholders to make a thorough assessment
  • Conduct field assessment in selected project target locations
  • Conducting a dissemination workshop physically depend on the situation to share preliminary findings of the evaluation with all relevant Heifer Cambodia staffs, Project Partners Staffs and relevant stakeholders and to receive input to develop the final report
  • Provide a draft report for comments
  • Submit a final report in both language (Khmer and English) (Khmer Version can be submitted later. English is required to submit in the mid of June.

Heifer Cambodia will provide the necessary documents relevant to the evaluation and handle arrangement as per request related to the consultancy.

Eligibility

  • Education
  • A postgraduate degree (Master or PhD degree) in agriculture or agribusiness development, livestock, economic development, or Business Management, social science or relevant field.
  • Experience
  • Proven expertise and experience in designing and conducting baseline, end line, and other comparable quantitative surveys.
  • Experience on result-based management
  • High level of competency in English both speaking and writing
  • Experience in data collection and data analysis, and research
  • Competencies:
  • Strong communications and networking skills
  • Excellent English, report writing, presentation and communication skills.
  • Strong ability to prioritize tasks, meet deadlines, produce high-quality work in a timely fashion
  • Exercise the highest level of responsibility and be able to handle confidential and politically sensitive issues in a responsible and mature manner.

All interested consultant/firm will submit their proposals with the following information:

Technical Proposal [not to exceed 10 pages]

  • General Information [not to exceed 3 pages]
  • Organization overview/Background
  • Capacity statement
  • Website
  • Attachments:
  • legal registration to work within [ Cambodia]
  • Evidence of satisfactory records of performance, integrity, and business ethics.
  • Evidence of adequate management and financial capacity to manage the award.
  • Technical Approach [no to exceed 7 pages]:
  • A detailed methodology on how the assignment will be conducted, including a qualitative sampling strategy, data collection methods, field procedures, quality control practices and data analysis.
  • List and briefly describe the team and its proposed personnel, indicating what role each proposed individual will have and the qualifying skill set for the position. (Curriculum vitae (CV) of Key personnel [Lead consultant, Co-consultant and or Project Team members who will support the project operation] to be provided in attachment).
  • A clear and comprehensive work plan, outlining the major activities, parties responsible and time schedule.

Financial Proposal

Proposed budget must be submitted separately in soft copy, electronically. The proposed budget should be in US Dollar currency and have sufficient detail to allow evaluation of costs proposed. It should at least contain:

  1. Itemized budget
  2. Narrative explanations of line items
  3. Heifer reserves the right to request further information supporting detailed costs and prices.

Individual consultant/firm interested in implementing this assignment are requested to submit a proposal typed in size 12 font by 2nd March 2026 at 5.00pm local time to email provided in the contact details. The application is only accepted the soft copy submission

The submission of interest must be in English and typed single-spaced on standard type white paper. All pages must be numbers, including the Request for Proposal (RFP) reference number and name of the organization at the bottom of each page.
