Save the Children (SC) is the world’s largest independent child rights organisation, working in more than 120 countries and working in Cambodia since 1970. After the fall of the Khmer Rouge in 1979, SC restarted work in Cambodia by providing relief assistance to the worst affected families.

With children and local partners, SC leads innovative programs in child education, child poverty, child protection, child rights governance, and health and nutrition, focusing strongly on gender, disability inclusion, and climate change. SC has longstanding relationships with various government ministries and generates research and evidence to influence policies and practices that promote child rights in Cambodia.

Submission Requirements

Required Document / Evidence

  • Complete Request for Proposal Format - excel file attached
  • Attached the support documents to against the Essential criteria in section 1
  • Your evidence against the sustainability criteria in section 2
  • Your strong evidence, workplan, or relevant documents … to meet the capability criteria in section 3
  • Complete financial proposal following commercial criteria in section 4
  • Complete Supplier Set up Form

Bidders wishing to submit a bid must use the Bidder Response Document template in Part 3 of this Proposal Pack. Any bids received using different formats, or incomplete bids, will not be accepted.

Bids can be submitted by either:

Electronic Submission via Email

  • Email should be addressed to Procurement Tender box at email provided in the contact details.
  • Note – this is a sealed tender box which will not be opened until the tender has closed. Therefore, do not send tender related questions to this email address as they will not be answered.
  • The subject of the email should be RFP/SCI/CAM/2026/002/Bidder Response – ‘Bidder Name’, ‘Date’’.
  • All attached documents should be clearly labelled so it is clear to understand what each file relates to.
  • Emails should not exceed 15mb – if the file sizes are large, please split the submission into two emails.
  • Do not copy other SCI email addresses into the email when you submit it as this will invalidate your bid.

Paper Submission

  • Two paper copies submitted on headed paper to the address.
  • Bids should be submitted in a single sealed envelope addressed to Supply Chain department.
  • The envelope should clearly indicate the Invitation to tender reference number RFP/SCI/CAM/2026/002 but contain no other details relating to the bid or the bidder’s name.
  • All supporting documentation should be labelled and grouped together (individual envelopes, stapled etc) and then included in a single sealed envelope as per the above.
