The purpose of this RFI is to gather information on your availability, capacity, and ability to meet the required Scope of Services, as well as a preliminary budget estimate for the required services. Based on the information received, Helen Keller Intl will conduct a preliminary assessment and shortlist vendors who demonstrate that they meet the required Scope of Services.
Only shortlisted vendors will be contacted and issued a limited invitation to submit a Request for Proposal (RFP).
DURATION and TIMEFRAME
July 1, 2026 – June 30, 2028 (case by case services)
COUNTRY OVERVIEW AND PURPOSE:
Helen Keller Intl seeks to engage a licensed and accredited financial service provider to administer a comprehensive Employee Savings Plan. The purpose of the Plan is to enhance employee financial security, promote disciplined savings culture, and ensure the transparent and regulated management of contributions.
FUNCTIONAL RELATIONSHIPS:
The Provident Fund/Employee Savings Plan Service Provider will work in close coordination with Helen Keller Intl Cambodia and relevant global and country-level functions to ensure effective administration, compliance, transparency, and alignment with organizational policies.
Vendor Submission Requirements: Vendor should provide information availability that confirms to be meet the requirements in the Scope of Services and Cost for Required Services

The Service Provider will oversee account creation, contribution management, investment of funds, reporting, compliance, withdrawals, and customer support.
