The consulting services (“the Services”): The consultant will undertake a Socio-Economic Surveys and needs assessment of existing waste pickers Siem Reap, Kampong Speu and Kandal and support MOI and the provinces/municipalities in the implementation of the measures as well as regular monitoring.

The Ministry of Interior now invites eligible consulting firms/NGOs (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Consultants will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in accordance with the World Bank Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement

Regulations for IPF Borrower – 4th Edition”). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. This assignment will be awarded to a specialized consulting firm with proven

• At least 8 years-experiences in in socio-economic surveys, community development, facilitation, public and stakeholder engagement. Experience with and vulnerable and disadvantaged groups in Cambodia is preferred, specifically, waste pickers and in waste sector.
• Experience with projects financed by international financial institutions is required and working experience with World Bank Group standards is preferred.
• The consultancy firm will need to demonstrate relevant experience working with socio-economic surveys and stakeholder engagement and consultations in Cambodia. At least 3 relevant references projects/assignment in the last 7 years will be required.
