Announcement Description

The University of Puthisastra Dental Hospital invites Expressions of Interest from suitably qualified and experienced dental laboratories for the provision of high-quality dental laboratory services. This partnership will support the Hospital’s growing clinical, teaching, and specialist dental services, including restorative dentistry, prosthodontics, orthodontics, implant dentistry, paediatric dentistry, and digital dental workflows. The selected laboratory partner(s) will provide reliable, timely, high-quality laboratory work with transparent pricing, quality assurance, and support for patient care and student learning.

The University of Puthisastra is committed to a transparent, fair, and competitive procurement process. All submissions will be evaluated against predetermined criteria to ensure quality of service, patient safety, and support for clinical education. The University may appoint one or more preferred laboratory partners depending on the range of services offered and operational requirements.

Agreement Period:

Initial appointment of three months with review based on performance and the option to extend.

Financial Requirements:

Applicants must provide business registration, tax registration, Ministry licenses (if applicable), and evidence of professional indemnity insurance where applicable.

Successful laboratories will be expected to maintain the submitted pricing schedule for the duration of the initial agreement unless otherwise agreed in writing.

Laboratories must submit invoices directly to the University of Puthisastra. Payments will only be made to the contracted supplier.

Conflict of Interest:

Laboratories must disclose any ownership, financial interest, or employment relationship involving University staff. Undeclared conflicts of interest may result in exclusion from the process.

Submission Requirements

REOI Submission Requirements

All proposals must be submitted in writing and clearly marked with the subject: "[REOI Lab Services – Company Name]". Completed proposals must be submitted to the designated address no later than 11:00 PM (Cambodia Time, GMT+7) on 4th September 2026. Late submissions will not be considered.

Interested laboratories are invited to submit a brief Expression of Interest including:

  • Company profile and relevant experience.
  • Range of laboratory services offered.
  • Details of digital workflows, equipment, and materials used.
  • Current fee schedule and indicative turnaround times.
  • Quality assurance and remake policy.
  • Evidence of business registration, tax registration, Ministry licenses (if applicable), and evidence of professional indemnity insurance where applicable.
  • Examples of previous work or portfolio, where available.
  • Contact details for two professional referees.
  • Declaration of conflict of interest (COI)

Submission Requirements

Interested laboratories may submit proposals in both hard copy and electronic formats.

Electronic Submission

  • Proposals may be submitted either as:
  • A single compressed (.zip) file containing all required documents; or
  • A secure cloud storage link (e.g., Google Drive, Dropbox, or WeTransfer).

Electronic submissions must be:

  • Clearly labelled;
  • Accessible for downloading by the evaluation committee; and
  • Available for at least 14 days after the submission deadline.

Hard Copy Submission

  • Hard copy proposals must:
  • Be submitted in a sealed envelope clearly marked with the title: "[REOI Lab Services – Company Name]– Confidential”;
  • Include one (1) signed original and two (2) identical copies of the complete proposal; and
  • Be delivered to the designated submission address below by the deadline.

Interested laboratory bidders are responsible for ensuring submissions are complete, accessible, and received on time. No amendments, replacements, or additional documents will be accepted after the submission deadline.
