Announcement Description

The Skills for Future Economy Sector Development Program (SFESDP), a joint initiative of the Asian Development Bank (ADB), Agence Française de Développement (AFD), and the Royal Government of Cambodia (RGC), seeks to enhance the employability of Cambodia’s labor force. The program comprises three outputs: (i) strengthening the skills development ecosystem; (ii) promoting industry-led inclusive skills training; and (iii) enhancing the Skills Development Fund (SDF). It aims to equip current and future workers with critical skills for the Fourth Industrial Revolution and the green economy by transforming TVET institutions and aligning with industry transformation roadmaps.

The SDF, as an implementation agency of the Output 2 and 3 of the SFESDP, is a Trust Fund of the Ministry of Economy and Finance (MEF) with a vision to become the most trusted financing platform for demand-driven and sustainable skills development to support the 2050 vision of the RGC. The SDF expects to support skills training to at least 15,000 workers (at least 60% women) in textile and apparel industry under the Output 2 and at least additional 7,000 persons of existing and future labor force (at least 35% women) under the Output 3. To trace supported trainees, the SDF is recruiting a consulting firm to conduct tracer studies.

Summary

The general objective of this tracer study is to verify key performance indicators (KPIs) and to collect feedback from the graduated trainees financed by the SDF under the Outputs 2 and 3 of the SFESDP.

The specific objectives of this assignment have two main purposes:

  1. To assess employment outcomes and employer satisfaction of SDF-financed training graduates, and identify implications for improving training providers and training program design, and
  2. To validate the KPIs of the SDF-funded skills training projects.

The duration of this assignment shall be completed within 27 months between April 2027 to June 2029 after commencement.

This assignment has two main tasks as follows:

  1. Task 1. Analysis of feedback from the graduated trainees and employers on the training providers and training programs
  2. Task 2. Verification of KPIs for awarded skills training projects

Submission Requirements

The method of selecting the consulting firm will be procured using the Asian Development Bank’s (ADB) Quality- and Cost-Based Selection (QCBS) method with a quality-cost ratio of 80:20, applying the Simplified Technical Proposal (STP) procedure.

The interested firms are invited to submit an amplified and detailed expression of interest (EOI) in reply to the advertisement which is posted on the ADB Consultant Management System website by 19 September 2026, 11:59 pm (Manila Time).
