The Strengthening Infections Disease Detection Systems (STRIDES) Activity, a global project led by FHI 360, is a critical addition to the U.S government’s (USG) Global Health Security (GHS) response with its focus on improving disease detection, surveillance, data collection, analysis, and reporting systems worldwide. Too many inadequate surveillance and diagnostic systems in countries hinder their ability to rapidly and effectively prevent, detect, report, and respond to the ever-increasing threat from epidemics, pandemics, and novel infectious diseases that pose a risk to U.S. national security. Through STRIDES, by strengthening surveillance, detection, and reporting systems and driving them to meet international quality and safety standards, the United States will help achieve the goal of halting outbreaks before they spread by supporting human and animal health systems to provide quality, sustainable services. Under the STRIDES activity, malaria programming focuses on strengthening laboratory systems, surveillance, and rapid response capacity across national and subnational levels. Key priorities include strengthening microscopy capacity, enhancing quality assurance systems, supporting iDES implementation, and strengthening surveillance and response mechanisms in targeted provinces.

FHI 360 seeks a short-term consultant to provide focused technical support and coordination to accelerate implementation of high-priority activities, in alignment with national strategies. The consultant will complement the role of the Senior Technical Officer and Laboratory and Diagnostic Officer by providing technical inputs, coordinating with national and subnational levels to deliver short-term outputs in the approved workplan.

Scope of Work

The consultant will be engaged for 55 working days from June 15th to September 14th, 2026, to provide short-term technical assistance to strengthen malaria laboratory systems, quality assurance, and surveillance implementation, reporting, and response capacity in STRIDES-supported areas in six provinces (Banteay Meanchey, Oddar Meanchey, Preah Vihear, Stung Treng, Siem Reap, and Kampong Speu).

STRIDES activities are designed to achieve four objectives, as follows:

Objective 1: Strengthen detection capacity and systems at the national and subnational level for both human and animal laboratory networks and increase access to quality laboratory services for diseases of public health importance.

Objective 2: Develop sustainable surveillance systems, using event-based (EBS) and indicator-based surveillance (IBS) systems to detect events of significance for public health and health security.

Objective 3: Provide technical assistance to develop and strengthen host country capacity in data collection, analysis, and reporting for actionable disease prevention and response decision making.

Objective 4: Provide targeted technical and detection assistance during an outbreak.

The consultant will support priority activities under Objectives 1–4 of the STRIDES malaria workplan, with a focus on rapid implementation and deliverables within a short period.

Eligibility

  • Bachelor’s degree in public health, Laboratory Sciences, Epidemiology, or related field
  • At least 3 years of experience in malaria, laboratory systems, or disease surveillance
  • Demonstrated experience in malaria microscopy, lab QA systems, training and capacity building, surveillance systems, and data analysis
  • Strong analytical, report writing, and communication skills
  • Experience working with government counterparts and partners at both national and sub-national levels. Prior experience working with CNM is preferred.
  • Be able to travel to project sites.
