The Strengthening Infections Disease Detection Systems (STRIDES) Activity, a global project led by FHI 360, is a critical addition to the U.S. government’s (USG) Global Health Security (GHS) response with its focus on improving disease detection, surveillance, data collection, analysis, and reporting systems worldwide. Too many inadequate surveillance and diagnostic systems in countries hinder their ability to rapidly and effectively prevent, detect, report, and respond to the ever-increasing threat from epidemics, pandemics, and novel infectious diseases that pose a risk to U.S. national security. Through STRIDES, by strengthening surveillance, detection, and reporting systems and driving them to meet international quality and safety standards, the United States will help achieve the goal of halting outbreaks before they spread by supporting human and animal health systems to provide quality, sustainable services.

The purpose of this consultancy is:

To support the National Malaria Center (CNM) and the STRIDES Activity in strengthening malaria diagnostic systems in target provinces. The consultant will review CNM data and laboratory assessments to map current microscopy and molecular capacity, identify gaps, and recommend improvements across Quality Management System (QMS) components. This includes enhancing sample transport and referral systems for confirmatory testing and external quality assessment (EQA) programs to ensure timely and accurate malaria diagnoses.

Scope of Work

The consultant will be responsible for the following tasks:

  • Review and Mapping
  • Analyse CNM data and existing laboratory assessments to map malaria microscopy and molecular diagnostic capacity and functionality in STRIDES provinces.
  • Assess all aspects of Quality Management Systems (QMS), including governance, workforce, SOPs, equipment, EQA, certification, LIS, supply chain, and specimen transport.
  • Gap Identification and Recommendations
  • Identify gaps in diagnostic capacity and QMS components
  • Provide actionable recommendations to strengthen malaria diagnostic systems.
  • Sample Transport and Referral Systems
  • Map, assess, and propose improvements for sample transport and referral systems, focusing on confirmatory testing and EQA programs.
  • Collaboration and Reporting
  • Work closely with CNM and STRIDES teams to validate findings and recommendations.
  • Prepare a comprehensive report summarizing assessment results and proposed interventions.

Location of Work: The work will be conducted in Cambodia. The Consultant may work from any location or can be based in STRIDES/FHI 360 office in Cambodia.

Eligibility

  • The consultant should have the knowledge skills and extensive experience to implement the scope of work. Required criteria:
  • Advanced degree (Master’s or higher) in Medical Laboratory Science, Public Health, Microbiology, or a related field
  • Demonstrated ability to review and analyse laboratory data and assessment reports to identify gaps and recommend improvements.
  • Experience mapping laboratory capacity and functionality across multiple sites.
  • Minimum of 5 years of experience in laboratory strengthening, preferably in malaria or other infectious diseases.
  • Prior work with national malaria programs or similar public health institutions (e.g., CNM) is highly desirable.
  • Strong analytical, organizational, and communication skills.
  • Ability to work collaboratively with government counterparts and partners.
  • Proven experience in malaria diagnostics, including microscopy and molecular techniques would be desirable.

Evaluation Criteria: Proposals will be evaluated in accordance with qualifications and experience.

  • Cover letter (max 2 pages) summarizing experience
  • Current CV
  • FHI 360 Biodata Form with proposed daily rate (include recent consulting daily rates)
  • Technical proposal (brief description of methodology)
  • A sample of your work that related to this consultancy, if available
  • Name and contact details of three (3) recent professional references
