Purpose of the role:
The APOPO Remote Sensing IM Officer will be responsible for the operational deployment, management, and integration of remote sensing, drone, and geospatial data within APOPO’s Location Intelligence and Management Information System (LIMIS).
The role supports APOPO’s humanitarian mine action activities by ensuring that drone imagery, satellite data, and associated geospatial products are efficiently collected, processed, stored, analyzed, and made available for evidence-based survey, planning, reporting, and donor transparency.
The position combines information management, remote sensing infrastructure, and operational drone piloting, and plays a key role in establishing scalable workflows that can support APOPO operations and, where appropriate, sector-wide mine action coordination in Cambodia.
- Remote Sensing & Cloud-Based Data Infrastructure:
- Design, establish, and maintain a secure cloud-based (or hybrid) server environment for:
- Drone imagery (RGB, multispectral, LiDAR where applicable)
- Satellite imagery
- Raster and derived geospatial products
- Ensure integration of remote sensing outputs with LIMIS and ArcGIS platforms (ArcGIS Pro, ArcGIS Online, Dashboards, Survey123, Workforce).
- Implement data governance standards, including file structures, metadata, access controls, versioning, backups, and long-term storage.
- Ensure data products are accessible, auditable, and compliant with organizational and donor requirements.
- 2. Drone & Sensor Asset Management:
- Maintain an up-to-date inventory and tracking system for all drones, sensors, payloads, GNSS equipment, and related assets.
- Monitor asset performance, including deployment status, maintenance, calibration, operational readiness and outputs.
- Coordinate with program management to ensure assets are available and appropriately configured for tasking.
- Support integration of drone and sensor tracking data with LIMIS and broader track-and-trace systems.
- 3. Imagery Tasking & Sector Coordination (Cambodia):
- Establish and manage workflows to receive, prioritize, and process imagery requests from APOPO teams and other mine action operators in Cambodia.
- Coordinate flight planning, scheduling, and data delivery in line with operational priorities and safety requirements.
- Act as a focal point for imagery-related coordination with program managers, technical teams, and relevant authorities.
- Support the development of scalable tasking models that can be replicated in future programs or sector-wide initiatives.
- Drone Piloting & Field Operations
- Conduct drone operations across Cambodia in support of humanitarian mine action activities, including:
- Pre-task planning and reconnaissance
- Survey support
- Vegetation and terrain analysis
- Progress monitoring and donor visibility
- Relational track and trace vector analysis
- Ensure compliance with national aviation regulations, safety standards, and APOPO Operational Procedures.
- Perform imagery processing and quality control to ensure data usability.
- Support training and mentoring of APOPO staff involved in remote sensing activities.
- 5. Information Management, Analysis & Reporting
- Support the integration of remote sensing outputs with operational data to inform planning, prioritization, and decision-making.
- Produce maps, visualizations, and geospatial products for internal use, reporting, and donor engagement.
- Assist in maintaining data quality, validation, and consistency across IM systems.
- Contribute to organizational reporting related to remote sensing, LIMIS, and information management outputs.
- 6. Capacity Building & Continuous Improvement
- Develop user guides and provide training to APOPO staff on the use of remote sensing products and IM tools.
- Stay up to date with advancements in drone technology, remote sensing, and GIS relevant to humanitarian mine action.
- Propose improvements and innovations that enhance efficiency, safety, and transparency.
- Khmer - Fluent
- English is preferred
- Bachelor's Degree in Geomatics, GIS, Remote Sensing, Geography, Engineering, or a related field.
- Experience in information management, GIS, or remote sensing, preferably in humanitarian or development contexts for 2 years as a minimum
- Fluency in written and spoken English; Khmer is an asset.
- Proven experience with drone operations and imagery processing.
- Strong proficiency with ArcGIS Pro, ArcGIS Online, and associated applications.
- Experience managing raster datasets and large geospatial data volumes.
- Familiarity with cloud-based data storage and data management best practices.
- Strong analytical, organizational, and problem-solving skills.
- Ability to work independently in field environments and collaboratively within multidisciplinary teams.
- Strong cross-cultural communication skills.
