Regional Manager – Cambodia Upper Mekong and North-Eastern Program

Position Summary

Live & Learn Cambodia (LLC) seeks a dynamic and experienced Regional Manager to oversee the implementation of multiple integrated development projects focusing on nature-based solutions, equitable local economy and low carbon development, and community health (WASH and nutrition). LLC implements community-driven development programs across Cambodia, emphasizing participatory approaches that empower local stakeholders and build long-term capacity.

This role requires strong leadership, technical expertise, and the ability to coordinate complex, multi-stakeholder initiatives that contribute to sustainable and climate resilience development.

Employment Terms

  • Contract Type: Full-time, 24-month initial contract (including probationary period of 3 months) with possibility of extension
  • Duty station: Banlung City of Ratanakiri Province, with travel to project sites in the Mekong and North-eastern region

Reporting Relationships

  • Reports to: Executive Director
  • Supervises: Field Officers, Technical Specialists, Community Facilitators and other finance, account, admin and logistics staff at the office or projects that he/she supervises.
  • Collaborates with: Operation Manager, and other assigned roles
  • Liaises with: Other LLC offices, local government authorities, partner organizations
Expectations - Duties, Responsibilities
  • Roles of the position
  • Oversee all office operations across the North-Eastern region, ensuring effective supervision of staff and efficient administration within Ratanakiri province and affiliated offices.
  • Lead the implementation of all projects, managing a portfolio that targets rural development using innovative, climate-responsive approaches, with a focus on benefiting women and marginalized communities.
  • Ensure all projects and office activities align with the organization’s goals, maintaining high standards of quality while delivering targeted results, outcomes, and impact.
  • Provide coordination, support, and leadership to ensure effective management and successful execution of all project activities across the region.
  • Key Responsibilities
  • Collaborating with the Operation Manager, oversee all office operations throughout the North-Eastern region to ensure seamless administration and operation and effective supervision of staff in both the main and affiliated offices.
  • Support the organisation to implement procurement and HR activities
  • Acting as Program/Project Manager for the region, lead the implementation of all projects in the region, managing a portfolio that targets rural development through innovative and climate-responsive solutions. These would include, but not limited to, planning, execution, and monitoring of project activities, ensuring timely delivery of outputs.
  • Ensure that program activities benefit women and marginalized groups, and that project execution is inclusive, participatory, and aligned with development best practices.
  • Maintain high standards of organizational compliance, ensuring that all offices and projects support and reflect the core values and objectives of the organization.
  • Provide effective leadership, coordination, and support to project teams; facilitate communication and collaboration between affiliated offices and the central office.
  • Monitor, track, and report on project progress, budgets, and results. The staff would need to prepare planning for regular progress monitoring and reports, and develop and implement data collection tools and methodologies to monitor project activities and outcomes
  • Ensure timely submission of quality reports and documentation to management, board of governance and donors.
  • Build and maintain positive relationships with local authorities, stakeholders, and community leaders to support project implementation and sustainability.
  • Identify opportunities for program improvement, expansion, or cooperation with partners to increase the reach and effectiveness of regional interventions. This may include the collection of feedback from stakeholder to inform project adjustments.
Requirements - Skills, Qualifications, Experience
  • Required Qualifications
  • Education & Experience
  • Bachelor’s degree (or higher) in development studies, management, rural development, environmental education, business administration, or a related field.
  • Minimum 5 years of progressive and relevant experience in organisational management, project management, or similar roles, ideally within development sector (NGO).
  • Experience managing projects that benefit vulnerable groups, including women and marginalized communities.
  • Proven knowledge in the three strategic areas, such as nature-based solutions, equitable local economy and low carbon development and inclusive community WASH and nutrition
  • Demonstrated experience working in North-eastern region of Cambodia.
  • Technical Skills
  • Strong project management capabilities with experience using project management tools and methodologies
  • Knowledge of sustainable and climate resilient development
  • Understanding of value chain analysis and market development approaches
  • Experience with people centred design, adult learning principles and child learning approach
  • Familiarity with community entrepreneurship, women leadership development and gender-sensitive programming
  • Basic technical knowledge of natural resource management, environmental education, climate smart-agriculture, solar energy systems and renewable energy technologies, WASH and nutrition, and business operation management.
  • Language & Communication
  • Fluency in English (written and spoken)
  • Conversational Khmer language skills preferred
  • Excellent written and verbal communication skills
