Duration of contract: 1-year, fixed duration contract (potential to be extended)
JOB CONTEXT:
The South East Asia Program include operations in Cambodia, Laos, Vietnam, Philippines, Myanmar and Thailand. The Regional Program Office is based in Vientiane but regional staff member can be based in any country of the program. The Regional Operational Strategy was approved in November 2025 and runs from 2026 to 2030). The ongoing strategy aims to improve participation, resilience and quality of live conditions of persons with disabilities and vulnerable groups through the strengthening of (i) Rehabilitation: Strengthen and expand interventions building a model for continuum of rehab care (ii) Inclusive education: Consolidation as inclusive education actor on primary with technical support to relevant actors included institutional ones and (iii) Inclusive employment: Sustainable Economic Development to eliminate poverty through an inclusive employment strategy and resilient livelihood (iv) Disaster Risk Reduction: early action, inclusive humanitarian action, climate action disaster preparedness and risk reduction, emergency response.
The Regional HR Senior Officer reports to the Regional HR Manager and is responsible for business integration and skills development for the HR teams in the field. They uphold the quality of HR management within the South East Asia Program, which may include providing coverage or substitution when needed. As a key partner in the development of social missions, they are recognized for the significant value they add to regional programs.
The Regional HR Senior Officer leads the HR business network by providing professional training, creating opportunities for peer-to-peer exchange, and acting as a coach for all country-level HR Officer/HR Admin Officer staff within the South East Asia Program.

- Bachelor's Degree in human resources management other discipline relevant to the position,
- Experience in Senior HR positions, with experience in a similar HR role at an INGO, ideally within a regional program, being a strong asset, in NGOs and Community Development for 5 years is required
- Experience in humanitarian sector in NGOs and Community Development for 5 to 10 years is required
- Fluent in English (written, spoken).
